Further to the UK1 Pipeline Notice published on 19th November 2025 by BlueLight Commercial Limited (ref: 2025/S 000-077692) in relation to a Victim & Citizen Engagement Technology Solution which will be used by UK law enforcement agencies, this UK2 Preliminary Market Engagement Notice is issued to inform the market of a potential future opportunity. This Pre-Market Engagement Notice is issued solely for the purposes of information gathering and engagement with the market. It does not constitute a call for competition and create any obligation on the Authority to proceed with a procurement exercise, or enter into any commercial arrangement. Please note the procurement route and anticipated publication date for this opportunity are yet to be determined. These elements will be confirmed following completion of the market engagement process and development of the Authority’s commercial strategy. Any future procurement will be subject to separate formal notice and the publication of full procurement documentation via the Find a Tender Service (FTS). BlueLight Commercial Limited (BLC) are conducting Preliminary Market Engagement to gain a better understanding of the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities. Any learnings will be used to formulate the associated procurement strategy. BLC work in collaboration with blue light organisations to maximise commercial benefit to UK emergency services. The focus of this solution will be improving Victim & Citizen Engagement, building trust and confidence, reducing demand within control rooms, and reducing the costs of serving the public by using innovative software to keep both victims and citizens more engaged. The aim is to ensure all forces have access to the most effective, reliable, and innovative solutions available in the market. This Solution needs to facilitate the force contact engagement from first contact with a police force to final closure of the contact, and via integration with police systems, e.g. Command and Control, Records Management Systems providing contact and updates throughout the journey without the need to call the force contact centre. It seeks to further drive standardisation and consistency, whilst helping forces to develop capability and invest in technology which will not only improve the service at first point of contact but will improve the overall contact experience. This Solution must facilitate Victim & Citizen engagement to reduce failure demand whilst proactively engaging to ensure high levels of customer (internal and external) trust and confidence. The delivery of the desired solution may be considered to follow the same customer service path as an online application or ordering process. For example, acknowledgement of the initial contact, time appropriate follow up contacts at defined points within the communication journey, and a closure contact at the end of the process. All communication will be auditable and align with the Victims code as appropriate. We are looking for solutions that can meet individual force needs and achieve the following: *Improve experience of members of the public accessing the policing service *Provide the public with consistent updates in a timely manner, *Improve public trust, confidence, and satisfaction, *Reduce Contact Management demand, *Improve force's overall Contact Management performance.

The education estate comprises approximately 69,000 buildings across more than 22,000 schools and colleges in England. It includes a range of construction types and structural components, many of which are concealed while buildings are in use. DfE continuously seeks to improve its understanding of construction materials and structural arrangements used in school and college buildings. This is essential as these buildings age, have increasing maintenance requirements and will be impacted by climate change. DfE uses this knowledge to prioritise investment in the estate, inform policy and project-specific decisions, and ensure interventions such as retrofit, renewal or rebuilding are appropriately targeted. It also supports the review and development of reliable and proportionate guidance for those responsible for operating educational buildings. Buildings due for demolition through the Schools Rebuilding Programme (SRP) offer a rich source of informationas they are typically included in the programme because of safety issues or severe condition need, including structural defects. Immediately prior to demolition, finishes and fixtures are often removed as part of the ‘softstrip’, exposing large areas of the load bearing structure that would normally remain concealed in an operational school because of the disruption of intrusive investigations. At present there is no systematic programme to capture and analyse information on the final structural condition of these buildings. This challenge seeks to establish a way to do this with minimal impact to the cost and programme of project delivery. Further information on the School Rebuilding Programme (SRP) can be found here: https://www.gov.uk/government/publications/school-rebuilding-programme The Challenge Through Innovate UK, DfE are seeking scalable and cost-effective digital tools and methodologies to capture structural condition data immediately before demolition and analyse it to identify trends in defects across different construction types and structural arrangements in the education estate. This may be answered as discrete or a complete solution: 1: Data capturing and interpretation and 2: Analysis to identify trends across different construction types and structural arrangements. Applicants shall demonstrate how their proposals can capture structural condition data during a short pre-demolition window and analyse it to give reliable, engineering-based insights into structural defects, deterioration patterns and structural risks. Challenge responses should explain how data will be captured efficiently and safely and how technologies or automated methodologies, will be used to interpret it and then analyse it to inform the overall structural condition. Successful data capture and interpretation will be able to identify the different deterioration that can occur for the various structural elements and materials used for historic school construction. Successful analysis approaches should be capable of identifying common patterns or trends in visible defects and signs of deterioration across different buildings and correlate these to the construction materials and structural systems present. Responses should also explain the interoperability between data capture and analysis tools and how data and analysis outputs can be ingested into DfE’s Common Data Environment (CDE). The typical range of material systems used for structural elements is: - Structural steel (welded, bolted, rivetted) - Structural timber, including trusses - Reinforced concrete (Excluding RAAC, reinforced aerated autoclaved concrete, which will have been captured by separate pre-assessment) - Masonry (brickwork and blockwork), solid or cavity with wall ties. The range of structural elements is expected to include but may not be limited to: - Ground slabs: Reinforced concrete - Columns and beams and stabilising elements (braces): Steel, Reinforced concrete, masonry, timber - Roof Framing (trusses and lattices): St…
Gloucestershire Joint E-Scooter and E-Bike Scheme - Preliminary Market Engagement Gloucestershire County Council (GCC) is undertaking Preliminary Market Engagement in relation to the proposed Gloucestershire Joint E-Scooter and E-Bike Scheme. The Council is seeking evidence-based feedback from experienced micromobility operators and other relevant market participants to help test whether the proposed requirements are safe, deliverable, commercially sustainable and capable of delivering measurable public value. This engagement will inform the Council's development of the proposed procurement approach, specification, commercial model, contract arrangements and associated procurement documentation before any subsequent formal procurement process is commenced. GCC is particularly interested in market feedback on: - realistic fleet ranges and potential service areas; - the deliverability of an integrated e-scooter and e-bike concession; - parking, docking/locking and associated infrastructure requirements; - commercially sustainable operating and revenue models; - mobilisation requirements and continuity of the existing e-scooter service; - rider, pedestrian and wider public safety; - management of events, the night-time economy and anti-social behaviour; - accessibility and inclusive customer journeys; - operational data, reporting, information governance and appropriate performance measures; - environmental performance, mode shift and carbon benefits; - social value and wider local benefits; and - appropriate procurement and mobilisation timescales. The existing e-scooter trial includes areas within Gloucester, Tewkesbury and Cheltenham districts. As part of this engagement, GCC is interested in understanding the potential for development of the existing service and the introduction of e-bikes, together with the evidence that should inform consideration of any future expansion into other locations. The Council is also seeking market feedback on the commercial viability of an operator-risk concession and the factors that should inform the eventual commercial model. Suppliers are not being asked to provide a priced tender, detailed financial model, profit or cash-flow information as part of this Preliminary Market Engagement. The current proposition being tested includes an initial 12-month contract term with the potential for up to three further one-year extensions, subject to the applicable legal and regulatory position, satisfactory performance and evidence of demand for wider provision across Gloucestershire. How to participate Interested organisations should review the Preliminary Market Engagement documentation and accompanying draft specification and register their interest in participating in the engagement.
