Refurbishment and Associated Building Works Framework

West Yorkshire Fire and Rescue Authority

West Yorkshire Fire and Rescue Service (WYFRS) is considering establishing a multi-supplier framework for the delivery of refurbishment and associated building works across its estate. The proposed framework will include other Fire and Rescue Services within the Yorkshire and Humberside region, promoting regional collaboration. Bidders can apply for one or all FRS’s. WYFRS are acting as lead contracting authority, and FRS’s named on the framework will be:- • West Yorkshire Fire and Rescue Service. • Humberside Fire and Rescue Service. • South Yorkshire Fire and Rescue Service. We are aiming to award local contractors on the framework and are encouraging SME’s to tender for the value lots available. As such all bidders must have a registered office within the Yorkshire and Humberside region. The Authority is seeking feedback from the market to help inform the framework structure, procurement strategy and contract award mechanisms. The framework may be used to procure projects including, but not limited to, fire station refurbishments, welfare facility improvements, locker room and shower upgrades, internal remodelling, building alterations, accessibility improvements, roofing works, mechanical and electrical installations, external works, minor extensions and other associated construction activities. Projects are expected to vary in complexity and value and may be delivered within live operational environments. Participation in this engagement exercise will not form part of any future evaluation process and will not provide any advantage or disadvantage in any subsequent procurement. Suppliers interested in participating are invited to email their expression of interest to [email protected] by 02/11/2026, and if possible, complete the following Preliminary Market Engagement Questionnaire: Q1. Supplier Profile Please provide: • Organisation name • Organisation size (Micro, SME or Large Enterprise) • Main area(s) of construction and refurbishment expertise • Geographic area covered • Typical value range of projects your organisation undertakes Q2. Lot Structure WYFRS is considering the following value based lots: • Lot 1: Projects £30k to £300k • Lot 2: Projects £301k to £600k • Lot 3: Projects £601k to £2.5m Do you consider this lot structure appropriate? • Yes • No If no, please provide recommended alternative thresholds. Q3. Framework Capacity WYFRS is considering appointing 10 suppliers for Lot 1, and 5 suppliers each for Lots 2 and 3. Do you consider this to be: • Too few • About right • Too many Q4. Open Framework WYFRS is considering establishing an Open Framework under the Procurement Act 2023, allowing the framework to be periodically reopened to allow new suppliers to join.
