North Yorkshire Police, South Yorkshire Police and West Yorkshire Police have commenced scoping for the re-procurement of our National Driver Offender Retraining Scheme (NDORS) contracts. The current contracts expire 28th November 2027, and the forces will be undertaking a joint tender exercise to facilitate the award of three new contracts, one contract per force, to one supplier for all three contracts. The three forces are seeking a fully managed service for the provision and delivery of NDORS courses. These courses currently include National Speed Awareness, Safe and Considerate Cycling, National Rider Risk Awareness, What’s Driving Us, Safe and Considerate Driving and National Motorway Awareness. It is likely that a Seatbelt Course will be launched nationally and this will be included as a further training course requirement. Further courses may also be developed during the term of the contract. The successful supplier will be required to hold any such licence or permission, as required by NDORS[SD3.1], to deliver NDORS courses. The supplier will be responsible for all aspects of the course and driver administration i.e. course bookings, client invoicing/payments, the venue, vehicles (SCD only), suitably qualified driver trainer presenters, secure data processing, data transfer on the Driver Offender Re-training Scheme (DORS+) system, complaints management/resolution. Suppliers will be required to offer provision for both online and classroom-based courses in a variety of locations with sufficient capacity to enable courses to be booked and completed within 120 days. The location and capacity of venues must be flexible and adapt to force specific requirements throughout the duration of the contract. The supplier will be required to maintain a range of performance management information for evaluation at regular contract review meetings. The current intention is to award the contracts for a 5 year period, with an option to extend for a further 3 years. However, this is subject to approval prior to the tender being published. These contracts have been classified as concession contracts. The contract value has been determined as the revenue that the Supplier is estimated to receive from the contracts. The provision of NDORS courses is funded by course participants. Course participants pay the supplier the full course fee when they book onto a course, which is inclusive of the NDORS central levy and VAT. The supplier is responsible for all invoicing and collection of course fees directly from course participants, and accounting for VAT. Part of each course participant’s course fee covers the NDORS central levy and must be paid by the supplier to: • UKROEd – a central fee to cover administration and NDORS development costs, and • The referring police force – a central cost recovery fee. The remainder of the course fee is the supplier’s revenue. We plan to publish the tender February/March 2027, with contract award in July and allowing 4 months mobilisation prior to contract commencement on 29th November 2027.
