The Government of Malawi through Ministry of Health and Sanitation has received financing from the World Bank/IDA towards the cost of the Malawi Health Emergency Preparedness, Response and Resilience Program The Ministry of Health and Sanitation intends to apply part of the proceeds towards payments for Supply, Delivery and Installation of ICT Equipment. The Ministry of Health and Sanitation now invites sealed Bids from eligible Bidders for the supply, delivery and installation of ICT Equipment as follows: No. Description Procurement Reference Number 1 Supply, Delivery and Installation of ICT Equipment Various Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers Seventh Edition. dated September 2025 ("Procurement Regulations") and is open to all eligible Bidders. Interested eligible bidders may obtain further information from Ministry of Health Email: [email protected], cc: [email protected], [email protected] and inspect the bidding documents at the address given below at 11 (a) during working days from 8.00am to 12.00pm and from 1.00pm to 4.00pm. A complete set of bidding document in english may be purchased by interested bidders or their representatives at cash office - room number 5, upon payment of a non-refundable fee of T en T housand M alawi K wacha ( MK 10,000.00) or any convertible currency acceptable to the purchaser. The bidding document will be collected from the procurement office at the address given below at 11 (a) during working days. T he method of payment will be cash. Bids, clearly marked on the outer envelope with tender name and reference number must be delivered to the address at 11(b) below and deposited in the tender box located at Ministry of Heath and Sanitation, 2nd Floor at or before 10:00 hours local time on 20th October , 2026. All bids must be accompanied by a duly signed and stamped Bid Securing Declaration Form (BSDF). Electronic bidding will not be permitted and late bids shall be rejected . Bids will be opened in the presence of the Bidders or bidders' representatives who choose to attend at the address shown at 11(c) below at 10:00 hours local time on 20th October, 2026. Ministry of Health and Sanitation does not bind itself to accept the lowest or any other bid and reserves the right to cancel the whole or in part of the procurement proceeding at any stage. REPUBLIC OF MALAWI MINISTRY OF ENERGY REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES - FIRM SELECTION) Country Malawi Project Name ASCENT Malawi Project Project Number P502464 Assignment Title Consultancy for Provision of Fund Management Services for the Ngwee Ngwee Ngwee Fund Reference No. MW-MOE.-574017-CS-QCBS EOI Issue Date 28th September 2026 This request for expression of interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) on 31st January 2025. The Government of the Republic of Malawi through the Ministry of Energy (MoE) has received financing from the International Development Association (IDA) and the Energy Sector Management Assistance Program (ESMAP) towards the cost of implementing the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT Malawi) Project. It is intended that part of the proceeds of the financing will be used to cover eligible payments under the contract for these consultancy services. The consulting services ("the Services") are intended to engage a qualified consulting firm or consortium to provide Fund Management Services for the Ngwee Ngwee Ngwee Fund (NNNF). The Fund Manager will support the Ministry of Energy in delivering ASCENT Malawi Project Components 2, 3 and 4; managing legacy Malawi Electricity Access Project (MEAP) loan collections and residual obligations; and supporting the transition and institutionalisation of the NNNF as a sustainable standalone revolving fund. The assignment is expected to be implemented over forty-eight (48) Calendar months, from 1st January 2027 to 31st December 2030, subject to contract signature and availability of financing. The objective of the assignment is to provide specialised fund management services that enable timely, compliant and well-secured financing to eligible Participating Organisations; ensure sound portfolio, fiduciary, safeguards, data and risk management; protect the Fund's creditor rights; support achievement of ASCENT energy-access and market-development results; and strengthen systems, national capacity and arrangements for the long-term sustainability of the NNNF. The scope of work under this assignment shall include, but not be limited to: a) Inception, portfolio takeover, reconciliation and structured handover of existing NNNF facilities, commitments, systems, records and outstanding actions; b) Cross-cutting fund administration, including drawdown and payment review, portfolio monitoring, forecasting, records management, risk management and reporting; c) Administration of Component 2 debt and Results-Based Financing (RBF) facilities for off-grid solar companies, including disbursements, repayments, verification interfaces, portfolio quality and recovery actions; d) Administration of Component 3 financing and performance-linked payments for electrification of public schools and health facilities, in coordination with the ASCENT PIU technical team; e) Administration of Component 4 clean cooking financing, including loans, repayments, security, portfolio monitoring and carbon-finance interfaces; f) Management of loan collateral, security perfection, covenant monitoring, enforcement and recoveries, subject to Ministry approvals; g) Management and collection of the legacy MEAP loan portfolio, including arrears, restructuring, recoveries and close-out actions; h) Data management, monitoring, dashboards, financial and operational reconciliation, fraud and corruption controls, cybersecurity and data protection; i) Implementation and monitoring of environmental and social requirements in accordance with the NNNF ESMS, applicable Malawi law and World Bank requirements; j) Coordination with the Independent Verification Agent, Legal Advisor, Carbon Consultant, technical specialists and other consultants engaged by the Ministry; and k) Support to institutionalisation of the NNNF, including governance arrangements, capitalisation optio…

The project is financed through the International Development Association (IDA) and Global Financing Facility (GFF) at an estimated budget of US$60 Million. The project aims at consolidating efforts from the World Bank and development partners to provide relief and strengthen health systems against economic shocks, climate disasters, and public health emergencies, aligning with the Government's focus on Pandemic Preparedness and Response after COVID-19. The expected duration for implementation of the Malawi Health Emergency Preparedness, Response and Resilience (MHEPRR) project is 5 years with a close date of December 2029. This five-year initiative is aimed at strengthening the country's ability to respond to health crises, including those intensified by climate change. Alignment with HSSP III and the Resilience Framework In direct response to these vulnerabilities and in alignment with the Health Sector Strategic Plan III (HSSP III), the Ministry of Health and Sanitation is prioritizing the construction of specialized climate resilient health care infrastructure as a fundamental pillar of national resilience. This initiative represents a strategic shift from centralized care to a decentralized "Surge Ready" model. By establishing high standard climate resilient health care infrastructure in geographically vulnerable areas, the Ministry aims to bridge the critical gap between primary care and overstretched central facilities. Project Scope Under the first phase of the MHEPRR project, the Ministry is utilizing funding from the World Bank to conduct comprehensive technical assessments for the construction of these facilities in selected disaster-prone sites. This includes the development of standardized architectural designs and technical specifications that can be adapted to the specific climate change related risks of each location and conducting Environmental and Social Assessments for the proposed sites. PURPOSE AND OBJECTIVES OF THE ASSIGNMENT The purpose of this assignment is to engage a qualified multidisciplinary consulting firm to undertake the planning and design of standardized, cost effective, modular, climate resilient and energy efficient functional community hospitals to be constructed across various sites in Malawi. The consulting firm will provide comprehensive architectural and engineering design services, including site specific adaptation for multistory and modular structures to be used by the Ministry of Health and Sanitation. 2.1.
