NHS Wales Shared Services Partnership (NWSSP), hosted by Velindre University NHS Trust, are issuing this Market Engagement Notice to engage with the suppliers to gather feedback on market capabilities and capacity for the provision of managed services to support the operation of a finance, procurement and warehouse management system. The Central Team eBusiness Services (CTeS), within NWSSP, manage and supervise several core national enterprise systems which are used by Health Boards, Trusts, Special Heath Authorities, and Hosted Organisations, in Wales. These systems are collectively known as the FMS Enterprise System and include: - An e-Business Application System, including auxiliary services, which is facilitated through the Oracle eBusiness suite. - A Business Intelligence (BI) reporting system, facilitated through Qlik Sense. - An OCR Intelligent Scanning Management System - A Warehouse Management System - Other BI Reporting Systems The purpose of this market engagement exercise is to gather greater insight into the market’s capacity and capabilities in relation to provision of managed services and NWSSP are specifically seeking engagement from suppliers who are e-Business Suite experts with supply chain capabilities specifically covering warehouse management and who can also support to roll out and further development of discrete manufacturing processes within a regulated environment. The analysis of feedback obtained from this exercise will allow NWSSP to further develop its strategy and refine its service delivery requirements ahead of any potential procurement. The main objectives of this exercise are to: - Assess the level of interest in the marketplace from suppliers who can support the Oracle eBusiness Suite (EBS), - Test market capability and capacity, - Validate the proposed scope and service model, - Understand delivery approaches, innovations and commercial models and indicative rates, and - Explore development and innovation in relation to AI and the benefits that may be realised with its deployment through the Oracle eBusiness Suite. The provision of the Oracle EBS is facilitated through existing perpetual licences, and the scope of this engagement exercise does not include migrating the e-Business Application System to a Software as a Service (SaaS) model. This exercise is not a formal procurement process, does not constitute a call for competition and does not commit NHS Wales to any future procurement. However, information gathered through this engagement will help inform the development, scope and future direction of the project. When submitting an expression of interest, suppliers are requested to confirm that they acknowledge and understand that: - the proposed managed service requirement relates specifically to Oracle E-Business Suite (Oracle EBS) and does not include support for Software-as-a-Service (SaaS) solutions; - they have the necessary supply chain capabilities to support the requirements of the service; and - they possess the capability and expertise to support the development of warehouse management systems within discrete manufacturing environments. Suppliers will have the opportunity to participate in a structured engagement session which are scheduled for the 5th, 8th and 14th October. There are 10 sessions available and these will be allocated on a first come first served basis. However, NWSSP reserves the right, at its sole discretion, to make additional sessions available should there be sufficient interest from the market. The education estate comprises approximately 69,000 buildings across more than 22,000 schools and colleges in England. It includes a range of construction types and structural components, many of which are concealed while buildings are in use. DfE continuously seeks to improve its understanding of construction materials and structural arrangements used in school and college buildings. This is essential as these buildings age, have increasing maintenance requirements and will be impacted by climate change. DfE uses this knowledge to prioritise investment in the estate, inform policy and project-specific decisions,and ensure interventions such as retrofit, renewal or rebuilding are appropriately targeted. It also supports the review and development of reliable and proportionate guidance for those responsible for operating educational buildings. Buildings due for demolition through the Schools Rebuilding Programme (SRP) offer a rich source of informationas they are typically included in the programme because of safety issues or severe condition need, including structural defects. Immediately prior to demolition, finishes and fixtures are often removed as part of the ‘softstrip’, exposing large areas of the load bearing structure that would normally remain concealed in an operational school because of the disruption of intrusive investigations. At present there is no systematic programme to capture and analyse information on the final structural condition of these buildings. This challenge seeks to establish a way to do this with minimal impact to the cost and programme of project delivery. This may be answered as discrete or a complete solution: 1: Data capturing and interpretation and 2: Analysis to identify trends across different construction types and structural arrangements. Applicants shall demonstrate how their proposals can capture structural condition data during a short pre-demolition window and analyse it to give reliable, engineering-based insights into structural defects, deterioration patterns and structural risks. Challenge responses should explain how data will be captured efficiently and safely and how technologies or automated methodologies, will be used to interpret it and then analyse it to inform the overall structural condition. Successful data capture and interpretation will be able to identify the different deterioration that can occur for the various structural elements and materials used for historic school construction. Successful analysis approaches should be capable of identifying common patterns or trends in visible defects and signs of deterioration across different buildings and correlate these to the construction materials and structural systems present. Responses should also explain the interoperability between data capture and analysis tools and how data and analysis outputs can be ingested into DfE’s Common Data Environment (CDE). Gloucestershire Joint E-Scooter and E-Bike Scheme - Preliminary Market Engagement Gloucestershire County Council (GCC) is undertaking Preliminary Market Engagement in relation to the proposed Gloucestershire Joint E-Scooter and E-Bike Scheme. The Council is seeking evidence-based feedback from experienced micromobility operators and other relevant market participants to help test whether the proposed requirements are safe, deliverable, commercially sustainable and capable of delivering measurable public value. This engagement will inform the Council's development of the proposed procurement approach, specification, commercial model, contract arrangements and associated procurement documentation before any subsequent formal procurement process is commenced. GCC is particularly interested in market feedback on: - realistic fleet ranges and potential service areas; - the deliverability of an integrated e-scooter and e-bike concession; - parking, docking/locking and associated infrastructure requirements; - commercially sustainable operating and revenue models; - mobilisation requirements and continuity of the existing e-scooter service; - rider, pedestrian and wider public safety; - management of events, the night-time economy and anti-social behaviour; - accessibility and inclusive customer journeys; - operational data, reporting, information governance and appropriate performance measures; - environmental performance, mode shift and carbon benefits; - social value and wider local benefits; and - appropriate procurement and mobilisation timescales. The Council is also seeking market feedback on the commercial viability of an operator-risk concession and the factors that should inform the eventual commercial model.
