Specific Procurement Notice Request for Bids-Works-(Two-envelope Bidding Process Without Prequalification) Employer: Ministry of Agriculture, Forestry and Water Management - Directorate for Water Republic of Serbia Project: Sava and Drina Rivers Corridors Integrated Development Program (SDIP) Contract title: Rehabilitation works of the Galovica canal Country: Republic of Serbia Loan No.: 9128 YF RFB No: SER-SDIP-RFB-W-24-38 The Republic of Serbia has received financing from the World Bank toward the cost of the Sava and Drina Rivers Corridors Integrated Development Program and intends to apply part of the proceeds toward payments under the contract for Rehabilitation works of the Galovica canal. The The Ministry of Agriculture, Forestry and Water Management - Directorate for Water now invites sealed Bids from eligible Bidders for Rehabilitation works of the Galovica canal . The Galovica channel is the main channel of the Galovica hydromelioration system, it has a catchment area of 71.600 ha. The channel route from the pumping station (PS) Galovica, on the left bank of the Sava River, to the settlement of Buanovci has a length of 46,88 km. In its current state, the channel is extremely muddy, with a poor flow profile and extremely overgrown with woody and aquatic vegetation. The existing culverts on the channel route are also silted up, and there is aquatic vegetation on the bottom of the channel. All this leads to a slowdown in the flow of water. The scope of the assignment comprises: Topographic surveys Cleaning of vegetation, Earth works for cleaning of the channel Building of access roads in length of 2.4 km; Rehabilitation of existing roads, Concrete works of the culvatures, Removal of the earthen landfills. Removal of existing illegal unsanitary landfills As-Built Records All the details are provided in the respective Request for Bids document. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing" July 2016, revised November 2017 and August 2018) ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50 % . 5. Interested, eligible Bidders may obtain further information from the Central Fiduciary Unit of the Ministry of Finance and inspect the request for proposals from 09:00 to 15:00 hours at the address given. 6. The Bidding document in English language may be obtained free of charge by interested eligible Bidders upon the submission of a written application to the email address below. Bids must be delivered to the address below on or before October 26, 2026, not later than 11:00 a.m. Belgrade time . Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below on October 26, 2026, not later than 11:05 a.m. Belgrade time . All envelopes marked "FINANCIAL PART" shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 8.
