Companies appointed to the framework will be expected to share Procure Plus's commitment to social value and to work with Procure Plus to develop and agree social value commitments that reflect the Customer's priorities and are aligned with the social value objectives of both the Customer and Procure Plus. Procure Plus reserves the right to cancel the procurement at any time and not to proceed with all or part of the Framework. Procure Plus will not, under any circumstances, reimburse any expense incurred by bidders in preparing their tender submissions or in participating in this procurement process. Procure Plus intends to appoint 10 companies to the framework. Procure Plus reserves the option to appoint a limited number of additional companies beyond the 10 stated above. This option may be exercised by Procure Plus where there is a close proximity in the final overall scores between the 10th bidder and the bidders who are ranked in close proximity beneath. This option may also be exercised where, following the evaluation process, Procure Plus considers that additional capacity will be required to deliver the services required within this framework. Bidders are advised that this is an option and not an obligation on the part of Procure Plus. Procure Plus reserves the right not to exercise this option and to only appoint 10 companies at the conclusion of the evaluation.

Corby Closed Landfill is located on the northern outskirts of Corby. The landfill covers approximately thirteen (13) hectares. The volume of waste deposited into the site is unknown but is estimated to be in the order of 1.4Mm3 to a depth of around sixteen (16) metres. The buried waste produces landfill gas and leachate. The site has no form of impermeable containment and as such is considered to be a "dilute and disperse" site. The Council has a statutory duty under the Environmental Protection Act 1990 to manage the risks posed by the gas and leachate emissions produced on site. The procurement of the Closed Landfill Site Operations and Maintenance will enable the Council to continue to fulfil its statutory obligations under Part 2A of the Environmental Protection Act 1990 and remain compliant with the site's Environmental Permit and Trade Effluent Consent.
