Manchester International Airport Phase 2 - Overbridge Civils

Kier Transportation - CP7 NWC

Scope as published

The planned introduction of longer train services to the Airport in response to future demand growth will mean that double stacking arrangements of trains as currently used will no longer be viable. Through the project's Delivery Steering Group, Northern and TransPennine Express have carried out analysis which has identified that additional platform capacity is needed at the airport in order to realise the full benefit of longer train services serving the airport. The scheme is part of a package of proposed measures in the Manchester area that are being designed/planned to boost capacity and resilience, emanating from the Cross Manchester Capacity and Reliability Improvement Study. Improving the operation of train services in the centre of Manchester and providing further capacity at Manchester Airport station, aligns with the strategic aims of Network Rail, TfGM, TfN and the wider industry. This project in in Tranche 1 of the Manchester and North West Transformation Programme (MNTP): A remodelling of the station at Manchester Airport, specifically a platform addition or extension of multiple platforms, or provision of a new turnback facility, will be essential to accommodate the planned implementation of longer rolling stock services. The redevelopment of these platforms will enable permissive working of two 6x24m (144m) trains, in two of the four platforms at the Airport Station. This will allow for the unaltered retention of all existing TOC services both originating and terminating at the Airport Station under 'double-stacking' conditions. The works comprise the construction and completion of the bridge structure and associated highway infrastructure, including: • Installation of client-supplied precast bridge components, including cills, beams and side walls, together with associated shear key reinforcement and grout connections. • Modification of existing bridge cill. • Supply and installation of bridge bearing plates, including associated screed works. • Construction of pile caps/infill. • Placement of in-situ concrete shear key infill. • Construction of the reinforced concrete bridge deck slab. • Construction of reinforced concrete parapet walls. • Placement of in-situ concrete footpaths and fill areas. • Construction of pilasters, including reinforced concrete and brickwork elements. • Supply and installation of parapet and pilaster copings. • Construction of associated fencing, signage and PCC retaining wall. • Installation of associated ducting works. • Completion of highway works excluding final road surfacing. • Application of bridge waterproofing systems, installation of expansion joints, and completion of associated sealing and mastic works. • Construction of associated drainage works. Exclusions: Final road/footpath surfacing works are excluded from this scope.

Framework for Call-down Technical Assistance - Engineering and Climate-Resilient Infrastructure Advisory Services (BRAVE-IS)

DAI Global UK is seeking proposals from firms or consortia to provide engineering and climate-resilient infrastructure advisory services to the Building Resilience and Addressing Vulnerability to Emergencies - Institutional Strengthening (BRAVE-IS) programme in Pakistan. BRAVE-IS is a multi-year (2026-2029) technical assistance programme funded by the UK Foreign, Commonwealth & Development Office (FCDO). Background Pakistan's infrastructure is highly exposed to floods, extreme heat, drought, landslides and earthquakes. Government has introduced climate and disaster risk requirements into public investment planning, but institutions need specialist engineering support to apply them in how infrastructure is planned, designed, appraised and maintained. Scope BRAVE-IS will appoint a firm or consortium under a Time and Materials call-down framework, from which it can mobilise engineering experts and, where needed, complete delivery teams. Work will be commissioned through individual task requests. Expertise is required in: climate-resilient infrastructure engineering and design; hydrology, hydraulics and flood-risk engineering; water resources, irrigation and drainage; infrastructure planning, appraisal and risk assessment; geospatial, digital and engineering software; and engineering institutional strengthening and capacity development. Support must strengthen, not substitute for, government capacity. Eligibility Applicants must be legally registered in Pakistan and hold valid Pakistan Engineering Council (PEC) registration as a consulting engineering firm. Consortia of up to four members are welcome, led by a single lead member. Personnel will work in Islamabad, Lahore, Karachi, Peshawar and Gilgit, with travel elsewhere in Pakistan as required, and rates are sought for locally based personnel. Contract The initial period runs from date of award to 31 March 2027, extendable subject to programme requirements, performance and FCDO approval. Contracts will be issued by DAI Pakistan (Pvt.) Ltd. No minimum volume of work is guaranteed. How to apply Submit one email to [email protected] with the subject line "BRAVE-IS-003 - Proposal - [Firm name]", attaching two separate PDF files: (1) a technical submission of no more than ten pages, with CVs as an annex, and (2) a financial proposal giving daily fee rates only for five personnel levels. Proposals will be scored 80% technical and 20% financial and must remain valid for 90 days. Key dates Clarification questions: by 29 October 2026, by email to [email protected] with the subject line "BRAVE-IS-003 - Clarification Question - [Firm name]". All questions and responses will be published on Contracts Finder. Proposal deadline: 9 November 2026, 17:00 Pakistan Standard Time (12:00 UK time). Please read the full RFP (reference BRAVE-IS-003) before applying. Late submissions will not be considered. DAI reserves the right to cancel the procurement or make no award.
