REQUEST FOR EXPRESSIONS OF INTEREST HEALTH SYSTEM RESILIENCE PROJECT (HSRP) [LOAN NO. 9781-PH] Hiring of Procurement Specialist under WB-HSRP -2026-005 The Government of the Philippines (GoP) has received a Loan from the World Bank toward the cost of the Health System Resilience Project (HSRP) [Loan No. 9781-PH], and it intends to apply part of the proceeds of this loan to payments for consulting services . The consulting services ("the Services") for the Hiring of Procurement Specialist under WB-HSRP-2026-005. To provide technical and operational procurement support to the Procurement Service (PS), National Project Management Office (NPMO), Regional Project Management Office (RPMOs), Special Bids and Awards Committee (SBAC), Technical Working Groups (TWGs), and concerned End-User Units (EUUs) to facilitate the efficient and timely implementation of procurement activities under HSRP. Duration of the assignment is one (1) year. The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. The Department of Health (DOH) now invites eligible "Individual Consultants" to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: A. Education Bachelor's degree in discipline areas or any related field . A Master's or Doctoral degree in a discipline field is an advantage. B. Professional Experience At least seven (7) years of experience in procurement management, preferably involving public sector, foreign-assisted, or development projects; At least three (3) years of experience in procurement management under World Bank or other International Financing Institution (IFI)-funded projects; and Experience in using the World Bank's STEP is an advantage. C. Training Must have completed at least eight (8) hours of relevant training or certification on Republic Act No. 9184 and its IRR, Republic Act No. 12009 and its IRR, and procurement practices from an international organization. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" dated September 2023 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant (Open Competitive Approach) method set out in the Procurement Regulations.
