REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) Republic of Tajikistan Sustainable Financing for Rogun Hydropower Project (P181029) Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (PMG) Grant No.: IDA-E3800 Assignment Title: Lenders Technical Advisor of the ROGUN HPP (LTA). Reference No . (as per Procurement Plan): TJ-PMG-EFC-CS-QCBS-02 The Republic of Tajikistan has received financing from the World Bank toward the cost of the Sustainable Financing for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services for Lenders Technical Advisor of the ROGUN HPP (LTA) . ). The cost of the LTA contract will be covered by joint financing of the World Bank, the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB). The objective of the assignment is to provide the participating Financiers with independent, high-level technical, environmental, social, occupational health and safety, cost, schedule, and operational assurance throughout construction, commissioning, and the initial operations-monitoring phase of the Rogun Hydropower Project. The Consultant will act independently of the Employer, PMG, the Project Management Consultant (PMC), the HSE Supervisor, the Panels of Experts, contractors, and other project participants, and will report directly to the participating Financiers. The scope of services includes, among others, the following: independently monitoring project implementation, construction quality, design progress, schedule, costs, budget, technical integrity, and compliance with the Financing Documents; reviewing the adequacy and effectiveness of the PMC's construction supervision, quality management, dam-safety activities, project controls, contract administration, and document management; conducting regular site visits and maintaining permanent resident site presence during construction and commissioning, including independent verification of progress and quality; independently reviewing environmental, social, labor, resettlement, occupational health and safety performance and the outputs of the HSE Supervisor, in accordance with applicable IFI standards and project instruments; reviewing and advising the Financiers on change orders, claims, variations, schedule and cost deviations, and related technical, contractual, environmental and social implications; reviewing milestone-payment requests and issuing independent disbursement certificates; reviewing punch lists, completion lists, factory and site acceptance tests, commissioning plans, performance tests, as-built drawings, and operation and maintenance manuals; issuing independent opinions and certificates for mechanical completion, provisional acceptance, final acceptance, and impoundment readiness; and monitoring initial operations, plant performance and technical integrity, and reviewing annual operation and maintenance budgets and operational performance reports. Anticipated date for commencement of the Services is April 2027 and the tentative duration of the assignment for the Services is five (5) years (60 months) . Tajikistan Women's Economic Empowerment Project

GENERAL PROCUREMENT NOTICE THE REPUBLIC OF TAJIKISTAN TAJIKISTAN'S WOMEN'S ECONOMIC EMPOWERMENT PROJECT (TWEEP) Agreement No. : TF-D1600 Project ID No. : P511398 The Republic of Tajikistan has received financing in the amount of US$4.73 million equivalent from the Japan Social Development Fund (JSDF) administered by the World Bank toward the cost of the Tajikistan's Women's Economic Empowerment Project (TWEEP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1: Supporting Livelihood for Individuals and Groups: This component aims to enhance women's economic participation by strengthening skills, resources, and access to market opportunities in eight target districts across the DRS, GBAO, and Dushanbe regions, through capacity building, group livelihood models, in-kind grants, mentoring, market linkages, and support for rural tourism development. Component 2: Support to Registered Micro, Small and Medium Enterprises (MSMEs) Led or Managed by Women: This component aims to strengthen the growth, competitiveness, and resilience of women-led and women-managed MSMEs nationwide through customized diagnostics, training, business advisory support, matching grants, and a tourism-focused subcomponent supporting women-led MSMEs in eco-tourism, hospitality, and tourism-related digital platforms. Component 3: Project Management, Monitoring and Evaluation (M&E), and Communication: This component will support effective project implementation through project management and administration, monitoring and evaluation (including baseline and endline surveys), and communications and knowledge dissemination activities. Consulting services to be procured through open international competitive procurement: (i) recruitment of a Technical Partner (TP) for Component 1, to support the implementation of livelihood training, mentoring, and in-kind grant activities for individual and group beneficiaries in the six target districts; (ii) recruitment of a Technical Partner (TFP) for Component 2, to support the implementation of business development, diagnostics, training, and matching grant activities for women-led and women-managed MSMEs nationwide. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (dated July 2016 and revised in September 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank arranged the publication on its external website of the agreed initial procurement plan and will publish all subsequent updates once it has provided a no objection.
