PME - Children's Accomodation (16-18+) Provider Engagement

East Riding of Yorkshire Council is seeking feedback from accommodation providers and partners to help inform the development of future accommodation pathways for young people aged 16–18+. East Riding of Yorkshire Council is trying to strengthen the pathway to independence and explore a range of sustainable accommodation options for young people aged 16–18+, including care leavers, Unaccompanied Asylum-Seeking Children (UASC) and young people who require accommodation as they transition towards adulthood and greater independence. As part of this work, we want to engage with providers and draw on your experience, expertise and understanding of the accommodation market to consider: • How existing provision could be strengthened; • What are the opportunities to develop new accommodation models; • How the Council might work more effectively with external providers and other partners to create sustainable accommodation pathways for young people. The Council wishes to understand market capacity, identify realistic opportunities and consider what future accommodation models could look like. The information gathered will be used alongside the views and experiences of young people and wider demand information to inform the development of accommodation options and future planning. This market engagement is only in relation to those services where there is accommodation as part of the contract, not in relation to home care or other services, nor is it in relation to the lease of property. GMCA 2201 NW Regional Children’s Services Contract

North West Association of Directors of Children’s Services (NWADCS), representing the 24 North West local authorities, have a long track record of collaborative contracting for childrens services. Under new arrangements hosted by Greater Manchester Combined Authority (GMCA) NWADCS are introducing a new contract to allow the North West authorities a route to purchase services for children including; alternative provision, family assessment centres, foster care, residential, SEND schools and colleges, and supported accommodation. The procurement exercise aims to establish an open framework designed to improve provider and local authority experience in relation to the purchasing of these services for children. Additional anticipated outcomes include Reduced duplication in procurement activity across the region. Improved transparency and oversight. Better understanding of sufficiency. Improved approach to pricing and uplifts. Local and sub regional collaboration. Following extensive pre-market engagement activity prior to the lead authority being identified the approach to contract development will focus on engagement with local authorities and providers and the experiences of children and young people using these services.
