Specific Procurement Notice Name of Assignment: Consultancy Services for Hiring a Firm for External Auditing at PMU, PIUs & Water Utilities at Ludhiana and Amritsar RFP Reference No.: IN-PMIDC-545132-CS-LCS Loan No. 9226-IN Location and Date: Chandigarh, 25.04.2026 Dear Mr. /Ms.: (through e-bidding website : - https://eproc.punjab.gov.in ) The Government of Punjab through Government of India (hereinafter called" Borrower") has received financing from the International Bank for Reconstruction and Development (IBRD) and International Development Association (IDA) (the "Bank") in the form of a "loan" (hereinafter called "loan" toward the cost of Punjab Municipal Services Improvement Project (PMSIP). The Punjab Municipal Infrastructure Development Company (PMIDC), an implementing agency of the Borrower, (herein after called the Client) intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. The General Manager (Projects) - Punjab Municipal Infrastructure Development Company, (PMIDC) on behalf of the Employer "Municipal Commissioner, Municipal Corporation Amritsar, (MCA)"and "Municipal Commissioner, Municipal Corporation Ludhiana, (MCL)", invites proposals to provide the ' Consultancy Services for Hiring a Firm for External Auditing at PMU, PIUs & Water Utilities at Ludhiana and Amritsar (hereinafter called "Services") under World Bank Loan Agreement. More details on the Services are provided in the Terms of Reference (Section 7). A firm will be selected under Least Cost Selection (LCS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank's "Procurement Regulations for IPF Borrowers" ("Procurement Regulations"), which can be found at the following website: www.worldbank.org The RFP includes the following documents: Section 1 - Request for Proposal Letter Section 2 - Instructions to Consultants and Data Sheet Section 3 - Technical Proposal (FTP) - Standard Forms Section 4 - Financial Proposal - Standard Forms Section 5 - Eligible Countries Section 6 - Fraud and Corruption Section 7 - Terms of Reference Section 8 - Standard Forms of Contract (Lump-Sum) Details on the proposal's submission date, time and address are provided in ITC 17.7 and ITC 17.9.
