Framework for Drawdown Technical Assistance - Transaction Advisory, Finance and Investment Support (BRAVE-IS)

DAI Global UK is seeking proposals from firms to provide transaction advisory, finance and investment support to the Building Resilience and Addressing Vulnerability to Emergencies - Institutional Strengthening (BRAVE-IS) programme in Pakistan. BRAVE-IS is a multi-year (2026-2029) technical assistance programme funded by the UK Foreign, Commonwealth & Development Office (FCDO). Background Pakistan is among the countries most exposed to climate and disaster risk. The binding constraint on resilience investment is not policy but capability: government institutions lack the instruments and in-house capacity to turn identified needs into investable propositions that public, international and private financiers will fund. Scope BRAVE-IS will appoint one firm under a Time and Materials drawdown framework, from which it can mobilise experts and, where needed, complete delivery teams. Work will be commissioned through individual task requests. Expertise is required in: Transaction advisory and project structuring, including PPP and blended finance Feasibility, financial modelling and economic appraisal Investment pipeline development and project preparation Private sector engagement and investment mobilisation Institutional and embedded delivery support within federal and provincial government bodies Support must strengthen, not substitute for, government capacity, and tools and models must be handed over for continued use. Personnel will work in Islamabad, Lahore, Karachi and Peshawar, with travel elsewhere in Pakistan as required. Contract The initial period runs from date of award to 31 March 2027, extendable subject to programme requirements, performance and FCDO approval. No minimum volume of work is guaranteed. This is an open competition and rates are sought for locally based personnel. Street Light Repair Project

Billing Parish Council invites tenders for repair, refurbishment and replacement works to its street lighting network comprising 91 lighting assets, including standard steel columns, Victorian heritage columns, post-top lanterns and bracket-mounted lanterns. The works comprise repairs, refurbishment and replacement items identified within the Council's electrical and structural assessment. This may include column replacement, lantern replacement, photocell replacement, rewiring, cable repairs, bracket repairs, access doors, column straightening, concrete collars, earth safety labels and asset renumbering. Defective columns identified for replacement shall be removed and replaced with new columns complete with LED lanterns, photocells, testing and commissioning. Any Victorian heritage columns requiring replacement must be replaced on a like-for-like basis in appearance, scale and character whilst incorporating modern LED lighting technology. Existing heritage columns not identified for replacement shall be cleaned, prepared and repainted. One asset (No. 50) has not yet undergone inspection. The successful contractor will be required to undertake an electrical and structural assessment of this asset and submit recommendations and costs for any remedial works identified. Tenderers are strongly encouraged to undertake a site visit before submitting a tender. Itemised costs for each individual asset, including labour, materials, plant and traffic management where applicable. Details of any exclusions, assumptions or provisional sums. Total contract value and VAT shown separately. All prices must be submitted exclusive of VAT. Programme Whilst the contract may be awarded following completion of the tender process, the Council currently anticipates that works will commence from April 2027 within the 2027/28 financial year, subject to final budget provision being confirmed.
