SPECIFIC PROCUREMENT NOTICE (SPN) Request for Bid_Small Works (One-Envelope Bidding Process) Country: [ Ethiopia ] Project : [Benishangul gumuz regional state, Lowlands Livelihood Resilience Project (LLRP-II)] Loan No: [IDA- 75190] Contract Title:- Construction of Livestock Primary Market Centers Buildings in Three Woredas: Lot 1- Kurmuk, Lot 2 - Buldigilu, and Lot 3 - Bulen woredas of Benishangul Gumuz Region] Reference No: - [ET-BEN-GUM-RPCU-570210-CW-RFB] Issued on: [25 October, 2025] The Government of Ethiopia has received financing from the World Bank toward the cost of the Lowlands Livelihood Resilience Project phase Two (LLRP-II) and intends to apply part of the proceeds toward payments under the contracts for the Construction of Livestock Primary Market Centers Buildings in Three Woredas (Kurmuk, Buldigilu, and Bulen woredas) in Asosa and Metekel Zones and Mao-Komo Special Woreda, Benishangul Gumuz Region above. The Benishangul gumuz regional state, Lowlands Livelihood Resilience Project (LLRP-II) Regional Project Coordination Unit now invites sealed bids from eligible bidders; having general experience at least the last 3 (three) years and minimum of 2 (two) years similar work experience in building construction up to date of bid submission. The bidder shall be submitted audited financial report for the last 3 (three) years and must demonstrate the current soundness of the Bidder's financial position and indicate its prospective long- term profitability & detail qualification requirement as set out in the Bid Document Section Three. Bidding will be conducted through National Competitive Procurement using a Request for Bid procedures as specified as specified in the World Bank's Guidelines: Procurement Regulations for IPF Borrowers-'Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services, dated July 1, 2016' and September 2023 edition (here in after called "Regulation") and 'Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants', dated July 1, 2016 and September 2023 (Anti-Corruption Guidelines); and other provisions stipulated in the Financing Agreements ). Interested eligible bidders may obtain further information from Benishangul gumuz regional state, Lowlands Livelihood Resilience Project (LLRP-II), Regional Project Coordination Unit Procurement Officer Tigabu Gury with the email: [email protected] and inspect/purchase the bidding documents during office hours 8:30 am - 5:30 pm local time at the address given below. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on 30 October 2026 3:00 PM. All bids must be accompanied by a "Bid Security" of Lot 1: ETB 700,000.00; Lot 2: ETB 700,000.00; Lot 3: ETB 700,000.00.
