Request for Quotations Goods Country: Ukraine Name of Project: Lifting Education Access and Resilience in Times of Need in Ukraine Program (LEARN) Grant No.: TF0C5794 Name of the Procurement: Procurement of Educational Materials and Equipment for Classrooms and STEM Laboratories for Grades 8-9 RFQ Reference No.: LEARN-1.1-EQUIP-05 1. Ukraine received the Grant No. TF0C5794 from the International Bank for Reconstruction and Development (IBRD) in US dollars to finance the Lifting Education Access and Resilience in Times of Need in Ukraine Program and intends to use part of the funds to make payments under the contracts resulting from procurement No. LEARN-1.1-EQUIP-05 "Procurement of Educational Materials and Equipment for Classrooms and STEM Laboratories for Grades 8-9". 2. The Ministry of Education and Science of Ukraine invites eligible suppliers to submit quotations for the supply of educational materials and equipment for Grades 8-9 classrooms and STEM laboratories to secondary education institutions, including the following: demonstration and laboratory instruments, digital measurement systems and sensors; educational models, scale models, globes and maps; educational construction kits and kits for robotics and STEM activities; optical instruments, microscopes and kits for studying light phenomena; laboratory glassware, accessories and consumables for experiments; chemical reagents and reagent kits; digital educational resources. More detailed information is provided in the Technical Specification. The expected duration of the supply of goods is 120 (one hundred twenty) days from the date of signing the contract. 3. The procurement comprises nine lots: Lot 1. LEARN-1.1-EQUIP-05/L1 "Procurement of Educational Materials and Equipment for Mathematics Classrooms"; Lot 2. LEARN-1.1-EQUIP-05/L2 "Procurement of Educational Materials and Equipment for Physics and Astronomy Classrooms"; Lot 3. LEARN-1.1-EQUIP-05/L3 "Procurement of Educational Materials and Equipment for STEM Laboratories"; Lot 4. LEARN-1.1-EQUIP-05/L4 "Procurement of Educational Materials and Equipment for Robotics Classrooms"; Lot 5. LEARN-1.1-EQUIP-05/L5 "Procurement of Electronic Educational Resources"; Lot 6. LEARN-1.1-EQUIP-05/L6 "Procurement of Educational Resources and Equipment for Biology Classrooms"; Lot 7. LEARN-1.1-EQUIP-05/L7 "Procurement of Educational Resources and Equipment for Geography Classrooms"; Lot 8. LEARN-1.1-EQUIP-05/L8 "Procurement of Educational Resources and Equipment for Chemistry Classrooms (Laboratory Equipment and Supplies)"; Lot 9. LEARN-1.1-EQUIP-05/L9 "Procurement of Educational Resources and Equipment for Chemistry Classrooms (Chemical Reagents and Reagent Kits)". Suppliers may submit quotations for one or more lots, as further specified in the Request for Quotations. 4. The World Bank requires compliance with the Bank's Anti-Corruption Guidelines and its applicable sanctions policies and procedures, as outlined in the World Bank Group Sanctions Framework. In further compliance with this policy, Bidders shall permit and require their agents (whether declared or not), subcontractors, sub-consultants, service providers, suppliers and personnel to permit the Bank to inspect all invoices, records and other documents relating to the Request for Quotations and execution of the contract (in case of award), as well as for their verification by auditors appointed by the Bank. 5. Suppliers shall submit at least the following additional documents as part of their quotations: Evidence of authorization to offer and supply the proposed Goods, issued by the Manufacturer or an entity in the official supply chain, together with supporting supply chain documentation where required under the RFQ (for Suppliers that are not manufacturers of the proposed Goods); Information on the local authorized service department/company (if applicable to the relevant lot). More detailed information is provided in the Terms of Reference. The expected duration of the provision of services is 7 (seven) months from the date of signing the contract. 3. IBRD requires compliance with the Bank's Anti-Corruption Guidelines and its applicable sanctions policies and procedures, as outlined in the World Bank Group Sanctions Framework. In further compliance with this policy, Bidders shall permit and require their agents (whether declared or not), subcontractors, sub-consultants, service providers, suppliers and personnel to permit the Bank to inspect all invoices, records and other documents relating to the request for quotations and execution of the contract (in case of award), as well as for their verification by auditors appointed by the Bank. 4. The participants must meet the following minimum criteria: Statement regarding the Participant's performance of 1 (one) similar contract (including all annexes and supplementary agreements thereto) during the period of 2022-2026; A contract is considered analogous if its subject matter involved the development, support, and maintenance of high-load (up to 5,000 concurrent user sessions) national-level automated educational information and telecommunication systems utilizing web technologies, featuring a Comprehensive Information Protection System (KSZI) (or security authorization in accordance with the requirements of Resolution of the Cabinet of Ministers of Ukraine No. 712 dated June 18, 2025) and an API protocol for information exchange; such work includes the development of information and telecommunication systems, modernization of automated operational systems, refinement and implementation of new functionality, functional modifications, system updates and alignment with established standards, and, in particular, the enhancement of proper information protection within the system; The Participant must demonstrate the availability of the group of experts with the appropriate qualifications that is minimally necessary for the implementation of the assignment. REQUEST FOR EXPRESSIONS OF INTEREST (LEARN-IC-ECEDO-17 - Physical and Learning Spaces Coordinator) Market Approach - Open, National UKRAINE Lifting Education Access and Resilience in Times of Need in Ukraine Program Grant No. TF0D0612 Assignment Title: Physical and Learning Spaces Coordinator Reference No. LEARN-IC-ECEDO-17 Ukraine with the International Bank for Reconstruction and Development and the International Development Association (hereinafter referred to as the World Bank) have signed the agreements for the Program "Lifting Education Access and Resilience in times of Need in Ukraine" (hereinafter referred to as the LEARN or Operation). LEARN was developed to address critical challenges and provide essential support to the education sector, aligning with the Ministry of Education and Science's (MoES) Strategic Action Plan. The objectives of the Operation are to (i) improve teaching and learning conditions; and (ii) strengthen management capacity of the education system. The objective of this assignment is to coordinate and oversee the planning, procurement, delivery, and verification of physical learning spaces, furniture, and equipment under the First Steps Forward project in 35 participation hromadas, ensuring that infrastructure investments are timely, compliant, cost-effective, and aligned with approved service delivery plans and national standards. The Consultant will be contracted through competitive selection in line with the World Bank's "Procurement Regulations for IPF Borrowers" September 2025 ("Procurement Regulations").
