Future Local Growth Funding

Local Government Association (LGA)

Scope as published

The main outcome of this commission is a practical and evidence-based blueprint for future local growth funding. The research should help the LGA articulate what an effective funding framework would look like in a devolving England and how funding arrangements can best support councils, MCAs and CCAs to drive sustainable economic growth in every part of the country. The research should provide a robust evidence base to inform the LGA's future policy development and engagement with government. The final report should include: • an assessment of the strengths and weaknesses of the current local growth funding landscape; • testing our current principles for the design of future local growth funding; and • analysis of how funding arrangements operate across different governance models, including MCAs, CCAs and non-devolved areas; • consideration of institutions such as National Wealth Fund, and other place-based investment initiatives; • a small number of options for a future funding framework, including the advantages, disadvantages and implementation considerations associated with each approach. disadvantages and implementation considerations associated with each approach. The LGA would welcome recommendations that are practical, deliverable and capable of informing future discussions with government around growth, devolution and local government reform, and in influencing the next spending review. It should be usable to support any wider LGA work related to growth.
