Loan No. 9672-MD/Credit No. 7538-MD RFB Reference No.: MRCP/W9/01 1. The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Rural Connectivity Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Development of measures to increase Road Traffic Safety". 2.The "National Road Administration" (NRA) now invites sealed Bids from eligible Bidders for the Development of measures to increase Road Traffic Safety under MRCP/W9/01, inclusive of all the necessary road improvement activities such as earthworks, road pavement rehabilitation/widening, repair works to structures, intersections, structures, drainage, incidental and safety facilities, road marking, signing and sidewalks. The development of Measures to increase Road Traffic Safety comprises 5 different locations on the national roads, in the districts of tefan Vod, Orhei, and Hnceti. The Scope of measures includes as provided below: Over 11.600 cub.m of Earthworks; Over 561 cub.m of asphalt concrete milling to any depth; Over 4.600 square meters of foundation layer mixture of cement-stabilized aggregates; Over 4.700 tonnes of asphalt; Over 1.100 linear meters of Crash Barrier (type New Jersey) Over 1.350 linear meters of paved waterways; Over 4.400 linear meters of guardrail installation; Over 340 pcs of sign installation; Over 6.100 square meters of road marking application; Over 2.400 square meters of sidewalk construction; Over 660 pcs of marker posts. 3.Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), Small Works, as specified in the World Bank's "Procuremen t Regulations for IPF Borrowers - Procurement in Investment Projects Financing; Goods, Works, Non-Consulting and Consulting Services", revision September 2025 ("Procurement Regulations"), and is open to all Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from National Road Administration and inspect the bidding document during office hours - between 09:00 to 16:00 at the address given below . 5. In order to receive the Bidding documents, any amendments or clarifications to the Bidding Documents, the interested Bidders should register by completing the following Registration: http://files.asd.md/PIU_WB/Registration_Form_BDs_MRCP_W9_01_Black_Spots.zip Completed Registration Form shall be submitted to Employer's Project Officer via the email provided below. Registration will be completed when a potential Bidder receives a registration number from the Employer. The Project Implementation Unit of the World Bank MSME Competitiveness Project now invites sealed Bids from eligible Bidders for the delivery and installation of a dedicated, high-availability hosting infrastructure - comprising compute, storage, network, and cybersecurity components (including Privileged Access Management, Security Information and Event Management, and vulnerability management systems) to support the Qualified Trust Services of the Government Certification Authority (PKI) of the Republic of Moldova, together with associated implementation, training, warranty, and technical support services , to be delivered and implemented across two geographically distinct data centers (a Primary Data Center and a Disaster Recovery Data Center) operated by the Information Technology and Cyber Security Service (STISC) in Chisinau, Republic of Moldova. No margin of domestic preference applies to this procurement. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" World Bank's "Procurement Regulations for IPF Borrowers" dated November 2020 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria: Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three (3) years prior to the Bid submission deadline (i.e., 2023, 2024, and 2025) , demonstrating the current soundness of the Bidder's financial position. For a joint venture, this requirement shall be met by each member. Minimum average annual turnover: The Bidder shall demonstrate a minimum average annual turnover, calculated as the total certified payments received for contracts in progress or completed, within the last three (3) years (2023, 2024, and 2025) , of at least EUR 3,000,000.00 or equivalent . For a joint venture, the sum of all Partners' average turnover amounts may be used to meet this requirement.
