MINISTERE DE L'AGRICULTURE ET DE LA SOUVERAINETE ALIMENTAIRE SECRETARIAT GENERAL PROJET DE RESILIENCE DES SYSTEMES ALIMENTAIRES DE MADAGASCAR (FSRP) Crédit IDA-71570-MG/Don IDA-E0830-MG - Madagascar - PPM STEP N° CI 17-26/CN ---------- SELECTION DE CONSULTANTS PAR LES EMPRUNTEURS DE LA BANQUE MONDIALE APPEL A MANIFESTATIONS D'INTERET N° CI 17-26/CN RECRUTEMENT D'UN(E) RESPONSABLE SOCIAL(E) AU NIVEAU DE L'UNITE DE GESTION DU PROJET DE RESILIENCE DES SYSTEMES ALIMENTAIRES A MADAGASCAR (FSRP) La République de Madagascar a reçu un financement de la Banque Mondiale pour couvrir le coût du PROJET DE RESILIENCE DES SYSTEMES ALIMENTAIRES DE MADAGASCAR (FSRP) sous tutelle du Ministère de L'Agriculture et de la Souveraineté Alimentaire et a l'intention d'utiliser une partie du montant de ce crédit/don pour effectuer les paiements au titre du contrat suivant : « Recrutement d'un(e) Responsable Social(e) au niveau de l'Unité de Gestion du Projet de Résilience des Systèmes alimentaires à Madagascar ». Les services de consultant individuel (« les services ») auront pour objectif principal l'amélioration continue de la performance sociale du projet tout en veillant à l'écoute permanente des différentes parties prenantes. De manière spécifique, le consultant individuel sera appelé(e) à intégrer la gestion des risques et effets sociaux à toutes les phases de préparation et d'exécution des différentes activités ou sous-projets liés aux différentes composantes, et à respecter et mettre en œuvre les principes et les activités liées à l'engagement citoyen dans le cadre du projet. La durée du contrat s'étendra jusqu'au 30 Juin 2029, sous réserve d'une période d'essai de six (06) mois concluants, et des évaluations annuelles performantes et satisfaisantes par le projet. Le poste est basé à Antananarivo avec des déplacements probables dans les zones d'interventions du projet. L'Unité de Gestion du PROJET DE RESILIENCE DES SYSTEMES ALIMENTAIRES DE MADAGASCAR (FSRP) invite maintenant les consultants individuels éligibles ("Consultants individuels") à manifester leur intérêt à fournir les Services. Les Consultants individuels intéressés doivent fournir des informations démontrant qu'ils possèdent les qualifications requises et l'expérience pertinente pour exécuter les services, et constituer un dossier de manifestation d'intérêt incluant : Une lettre de motivation rédigée en français ; CV détaillé ; Copie certifiée des diplômes, certificats et attestations de travail ; Les attestations / certificats de travail ; Une adresse email et numéro de téléphone pour contact rapide. 5. Les critères pour l'établissement de la liste restreinte sont : Un diplôme académique (Bac +4 minimum) en sciences sociales ou humaines (sociologie, anthropologie, géographie, droit, développement rural, sciences politiques ou disciplines connexes) ; Ayant au moins cinq (05) années d'expérience professionnelle dans la gestion des risques et impacts sociaux de projets de développement financés par des partenaires techniques et financiers nationaux ou internationaux ; Au moins trois (03) expériences avérées dans la préparation, la revue ou le suivi de la mise en œuvre de Plans de Réinstallation (PR), Cadres de Réinstallation (CR) ou autres instruments liés à l'acquisition foncière et à la réinstallation involontaire ; Une bonne connaissance pratique des Normes Environnementales et Sociales (NES) de la Banque mondiale démontrée par une expérience professionnelle pertinente dans leur application ; Expérience dans l'identification, l'évaluation et le suivi des risques sociaux liés aux activités de travaux, y compris les risques relatifs aux travailleurs, aux conflits communautaires, aux restrictions d'accès aux ressources, aux déplacements économiques et physiques, ainsi qu'a…

The aim of this grant is to strengthen the institutional capacity of SADC and participating countries to produce, disseminate and use quality statistics while increasing regional harmonization and collaboration. The main guiding frameworks are SADC Vision 20250 and the SADC Regional Indicative Strategic Development Plan 2020-2030 (RISDP 2020-2030). The Regional Infrastructure Development Master Plan (RIDMP), the SADC Regional Agricultural Policy (RAP), the Industrialisation Strategy and the Roadmap, among others, are complementary guiding frameworks for achieving the regional integration agenda. SADC has also developed various Protocols for domestication and implementation by Member States including the most recent one, the Protocol on Statistics, to enhance harmonization of statistics. The operating framework for implementing statistical activities as priorities for the region is the Regional Strategy for Development of Statistics (RSDS) and is aligned to SADC Vision 2050 and RISDP 2020-30. Demand for quality and harmonized statistics has been on the rise to monitor progress in developmental agendas at national, regional, continental, and global level. The scope of data demand cuts across economic, social, and on emerging issues such as climate change, disaster-risk, environment and others related. The SADC Secretariate intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a FIRM FOR UNDERTAKING OF NATIONAL TRAININGS ON R IN TEN (10) SADC MEMBER STATES The SADC Secretariat invites submissions from suitably qualified and interested firms to conduct the trainings, recruited following World Bank Procurement Regulations dated September 2023. Title : CONSULTANCY TO HIRE A FIRM FOR UNDERTAKING OF NATIONAL TRAININGS ON R IN TEN (10) SADC MEMBER STATES Accountable : Senior Officer, Research and Statistics Duration of Assignment: 20 months The Objectives of the Assignment: The overall objective of this exercise is to train Member States on the use of statistical software for management of large databases and analysis of complex surveys. With Specific objectives: to provide participants with basic knowledge about the syntax and basis of the R programming language and to provide an overview of the main packages of R which are important for the statistical production process; and to provide participants with intermediate level knowledge on R for production and dissemination of official statistics.
