Country: Bangladesh IDA Credit No.: 7674-BD & 7675-BD RFP No: CWSIP/W-1: Lot-1 and Lot-2 Issued on: 12 July, 2026 1. The Government of the People's Republic of Bangladesh (GoB) has received financing from the World Bank toward the cost of the Chattogram Water Supply Improvement Project (CWSIP), to be implemented by Chattogram Water Supply and Sewerage Authority (CWASA), an autonomous entity of the GoB, and intends to apply part of the proceeds toward payments under the contract for Design, Construction, Supply, Installation, Testing & Commissioning for System Improvement and DMA Formation, Lot 1: MOHARA Water Supply System, Lot 2: Modunaghat and Kalurghat Water Supply System. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing 2. The Chattogram Water Supply and Sewerage Authority (CWASA) now invites sealed Proposals from the eligible Proposers for Design, Construction, Supply, Installation, Testing & Commissioning for System Improvement and DMA Formation, Lot 1: MOHARA Water Supply System, Lot 2: Modunaghat and Kalurghat Water Supply System. The works include: Laying of new HDPE and DI pipes, laying new service connection pipes, establishment of DMAs, new reservoir and pumping station, etc. The works under both lots are located in Chattogram. The estimated completion period each of the two lots is 1260 days. More details are provided in the RFP documents. 3. Proposers may submit Proposal for one or both lots, as further defined in the RFP Document. 4. The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" Fifth Edition, September, 2023. ("Procurement Regulations"), and is open to all eligible Proposers as defined in the Procurement Regulations. 5. Interested eligible Proposers may obtain further information from Md. A complete set of the RFP Document comprising four (4) volumes, Volume 1 (Part 1- Request for Proposal Procedures and Part 3- Conditions of Contract and Contract Forms), Volume 2A and 2B (Employer's Requirement), Volume 3A and 3B (Conceptual Drawing) and Volume 4-Supplementary Information in English may be purchased by eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 200 or BDT 24,000. All studies and designs shall be in accordance with the highest standards of international engineering profession. Eligible consulting firms are to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (such as: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). Proven experience in preparing or updating ESIAs and ESMPs for large-scale infrastructure projects, preferably marine, port, dredging, or coastal projects Demonstrated experience working on World Bank financed or other multilateral development bank financed projects, with strong familiarity with the World Bank ESF Adequate organizational, technical, and financial capacity to carry out the assignment successfully Submitted EOI's would be evaluated on the basis of among others the following: Registration of the firm; Annual turn over of the firm; Availability of resources including support services; Availability of professionals; Experience of firm in similar works; Experience of firm in World bank financed project; Experience of firm in other works. GoB Rules etc. The above-mentioned criteria are an outline of overall criteria for the prospective Consultancy Firm. However, the detailed Terms of Reference (TOR), qualification criteria, resource requirements, financial strength and all other related terms as required for rendering the consultancy services will be clearly elaborated in the Request For Proposal (RFP). This RFP will be issued only to the short-listed consultancy firms.
