Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL), and intends to apply part of the proceeds toward payments under the contract for the Design, Development, Integration, Migration, Testing, Deployment, and Support of the Preferential Agro-Credit Project System (PACPS). 2. The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites sealed Proposals from eligible Proposers for the design, development, integration, migration, testing, deployment, and support of the Rural Development Agency's Preferential Agro-Credit Project System (RDA-PACPS). The Rural Development Agency (RDA) is a state agency under the Ministry of Environmental Protection and Agriculture of Georgia (MEPA), which is responsible for the administration of the "Preferential Agro-Credit Project." The Project provides access to loans and leasing products by subsidizing the interest rates. The proposed PACPS will support RDA and MEPA in administering the Preferential Agro-Credit Project on a fully digital, centrally governed, and auditable basis. The system will comprise a Core Case Management System, a Transactional and Financial Reconciliation Module, an API and Integration Layer, and a Financial Institutions Portal, and will enable structured, API-based and portal-based interoperability with participating financial institutions (banks and leasing companies) and relevant state registers. The installation, configuration, and full operational acceptance of the system shall be completed within twelve (12) months from the Effective Date of Contract, followed by an eleven (11)- month warranty. The Project implementation will take place in Tbilisi, Georgia, primarily at MEPA's and RDA's central offices, with remote access and integration points across participating agencies. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank's "Procurement Regulations for IPF Borrowers", September 2025, ("Procurement Regulations"), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
