The Project Management Unit (PMU), Sindh Integrated Health and Population Program (SIHPP), Health Department, Government of Sindh now invites sealed Bids from eligible Bidders for the " Procurement of Medical, Biomedical, Surgical, and Other Related Equipment (Phase 1) for Various Health Facilities across Sindh, Pakistan ." The procurement is divided into the following 03 (three) lots: Lot 1: Medical Equipment Lot 2: Biomedical Equipment Lot 3: Specialized Medical Equipment 3. The procurement includes a wide range of medical equipment and instruments. Delivery is required within 120 days from the date of contract signing, and distribution will be made across designated health facilities in Sindh. 4. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) method, as specified in the World Bank's "World Bank Procurement Regulations for IPF Borrowers 2020 ("Procurement Regulations") and is open to all eligible bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): Technical: 30% and for Bid cost: 70% in compliance with the mandatory requirements for rated criteria under the World Bank Procurement Regulations. 5. The Government of Sindh (GoS) has received a loan through Economic Affairs Department (EAD), Ministry of Finance, Government of Pakistan from the International Bank for Reconstruction and Development (IBRD) and the Asian Infrastructure Investment Bank (AIIB), along with counterpart funding from GoS, towards the cost of the Project Implementation Unit (PIU) Karachi Water & Sewerage Services Improvement Project (KWSSIP) and intends to apply part of the proceeds for eligible expenditures for the hiring of a Performance Auditor for KW&SC (Consulting Services). 2. The Performance Auditor will undertake an independent, evidence-based performance audit of KW&SC to assess the extent to which KW&SC has achieved (or is on track to achieve) the performance targets, milestones, and reform commitments set out in the Performance Agreement. The Consultant shall (i) assess actual performance against the targets, milestones, and definitions specified in the Performance Agreement; (ii) evaluate the adequacy and execution of the strategies adopted to achieve those targets; (iii) validate the underlying data; and (iv) report achievements, partial achievements, and gaps with supporting evidence. The consulting firm shall be registered in same business for past ten years providing advisory services. b. Substantive experience (at least 10 years) in performance audits, institutional reviews, or operational and financial audits of public utilities (water, wastewater, power, gas, or comparable infrastructure sectors) c. The Consultant shall demonstrate successful completion of at least two (2) similar assignments, each with a contract value of not less than USD 100,000, undertaken during the last ten (10) years financed by other multilateral or bilateral development partners. The assignments should be substantially similar in nature, scope and complexity to the proposed assignment d. Demonstrated capability across financial, technical, commercial, institutional, HR, IT, environmental and social, and legal/regulatory assessments. e.
