All Wales Framework for the Provision of Foster Care Services for Children and Young People.

Scope as published

This notice relates to the establishment of a framework agreement for use by all 22 Welsh Local Authorities’ Children’s Services departments https://www.wlga.wales/councils/ to procure individual foster care placements for children who are looked after under statutory arrangements. The framework will support Local Authorities in securing suitable foster care placements in accordance with assessed need and statutory responsibilities. The anticipated framework start date is 1 April 2027; however, this date is subject to change, as extension options remain available under the current framework arrangement. The estimated value of the framework is approximately £65 million per annum. This value is indicative only and may vary depending on the level of need, demand, and placement requirements across each Local Authority.
