INDEPENDENT STATE OF SAMOA PACIFIC REGION PREPAREDNESS, ADAPTATION AND RESILIENCE - Samoa Project (PREPARE - Samoa) GENERAL PROCUREMENT NOTICE Loan No./Credit No. IDA 7990-WS /TF No. D1619 /Grant No. IDA E636-WS Project ID No. P507749 The Government of Samoa has received financing in the amount of US$ 35 million equivalent from the World Bank toward the cost of the PREPARE-Samoa Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be financed by the International Development Association (IDA) and the Systematic Observations Financing Facility (SOFF). The project will include the procurement of consulting services for technical assistance, design and construction supervision, construction of public buildings and urban infrastructure, and procurement of early warning instrumentation. It will include the following components: Component 1: Hazard Monitoring and Early Warning Systems. This component will strengthen Samoa's multi-hazard early warning systems through investments in hazard monitoring and forecasting equipment, decision-support systems, communication networks, and technical capacity building. Activities include the supply and installation of meteorological, hydrological, and geophysical monitoring equipment, ICT systems, software, technical assistance, and training services. Component 2: Emergency Preparedness and Response. This component will enhance national and community-level emergency preparedness and response capacities through investments in emergency management infrastructure, equipment, information systems, and community outreach programs. Activities include the construction and fitting out of emergency management facilities, procurement of emergency response equipment, development of digital emergency management systems, and delivery of training and awareness programs. Component 3: Resilient Infrastructure. This component will support climate- and disaster-resilient urban development through risk-informed planning, technical studies, and investments in resilient public infrastructure and public spaces. Activities include consultancy services for urban planning and engineering design, as well as civil works for waterfront improvements, streetscape upgrades, drainage, coastal protection, and resilient public facilities. Component 4: Project Management. This component will finance project implementation support, including procurement, financial management, environmental and social risk management, monitoring and evaluation, communications, audits, and capacity building. Activities include consulting services, training, operational support, and project management functions required for effective implementation. Component 5: Contingent Emergency Response Component. This component will provide a mechanism for rapid access to financing following an eligible disaster or emergency event. Funds may be used to support emergency response, recovery and reconstruction activities, and the procurement of critical goods, works, and services required to address the impacts of the event. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations . The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
