The Opportunity Worcestershire County Council ("the Authority") is seeking to appoint a long-term Development Partner to help unlock and deliver the transformational Shrub Hill Regeneration Quarter, a landmark 35-acre regeneration opportunity in the heart of Worcester. The successful partner will work collaboratively with the Authority and its public sector partners to shape, de-risk and deliver a residential-led mixed-use development that will create a vibrant new destination connecting Worcester Shrub Hill Train Station with Worcester city centre. Key features of the opportunity include: A strategic 35-acre regeneration area , offering significant placemaking and development potential. Council ownership of the entirety of Phase 1, comprising approximately 9.7 acres, providing a clear route to early delivery. An adopted Supplementary Planning Document (SPD) that establishes the vision and development principles while retaining flexibility to respond to market opportunities. Significant public sector investment already secured through Towns Fund and Brownfield Land Release Fund programmes, helping to reduce development risk and accelerate delivery. A highly sustainable central location with direct access to rail services, supporting national objectives to increase development around transport hubs. Potential access to up to £5 million of additional Towns Fund support for enabling and pre-construction activities, subject to approvals. Potential interest for a new Community Diagnostics Centre (CDC), providing an early occupier and catalyst for activity and investment within the regeneration area. Strong momentum across the project, with site preparation works completed, funding secured and public sector partners committed to bringing forward the vision. The Authority is seeking an experienced and financially robust partner capable of working collaboratively to unlock the full potential of Shrub Hill and deliver a high-quality, sustainable and commercially viable regeneration programme over the long term.

GMCA 2201 NW Regional Children’s Services Contract

North West Association of Directors of Children’s Services (NWADCS), representing the 24 North West local authorities, have a long track record of collaborative contracting for childrens services. Under new arrangements hosted by Greater Manchester Combined Authority (GMCA) NWADCS are introducing a new contract to allow the North West authorities a route to purchase services for children including; alternative provision, family assessment centres, foster care, residential, SEND schools and colleges, and supported accommodation. Following extensive pre-market engagement activity prior to the lead authority being identified the approach to contract development will focus on engagement with local authorities and providers and the experiences of children and young people using these services.
