The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Groundwater for Resilience Project, and intends to apply part of the proceeds toward payments under the contract for the Procurement of supply, installation, testing & commissioning of center pivot irrigation system, submersible pumps, solar modules, battery storage systems, and delivery pipelines for the development of 255 ha ground water based pressurized irrigation system. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Federal Democratic Republic of Ethiopia, Ministry of Irrigation and Lowlands now invites sealed Bids from eligible bidders for the procurement of supply, installation, testing & commissioning of center pivot irrigation system, submersible pumps, solar modules, battery storage systems, and delivery pipelines for the development of 255 ha ground water based pressurized irrigation system, quantities as specified in the BOQ, location Oromia Region, Borena Zone, Dillo Woreda, Goray Kebele, Melka Sedeka, Teltele Woreda, Mermero Kelo Kebele, Mermero Kelo, and Elwoye Woreda, Saba Kebele, Bule Cobi, delivery period 210 days. No margin of preference shall apply. Bidders are required to meet the following major criteria: Financial Capability The Bidder shall submit audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last five years (January 1st 2021-2025) prior to bid submission deadline, demonstrating the current soundness of the Bidder's financial position. For a joint venture, this requirement shall be met by each member Average Annual Turnover Average annual turnover: Minimum average annual turnover, calculated as total certified payments, USD 1,875,000.00 or equivalent received for contracts in progress or completed, within the last five years (i.e., 2021 to 2025). For a joint venture, this requirement may be met by all members combined Specific Experience The Bidder shall demonstrate that it has successfully completed contracts with Number and value shown below within the last five years prior to bid submission deadline that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined, and each JV member shall demonstrate that it has successfully and substantially completed at least one (1) contract with a value of at least USD 750,000.00 or equivalent within the last five years that are similar in nature and complexity to the Goods and Related Services under the Contract.
