REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - INDIVIDUAL SELECTION) COUNTRY: CABO VERDE PROJECT: Health Security Program in Western and Central Africa Project PROJECT ID Nº: P179078 Loan Credit Number: TF-C4266 Notice Number: REOI - 058/HSP/CCIP/2026 Date: October 26, 2026 Assignment Title: Recruitment of an Individual Consultant for training on Slaughter techniques and Inspection procedures 1.The Government of Cabo Verde has received a financing in the amount of US$ 29.00 million from the World Bank Group's International Development Association (IDA) toward the cost of the Health Security Program in Western and Central Africa Project , and it intends to apply part of the proceeds toward payments under the contract for: Recruitment of an Individual Consultant for training on Slaughter techniques and Inspection procedures. 2.The objective of this consulting service ("the Service") is to train 45 national technicians and inspectors-22 women and 23 men-at the slaughterhouse level in ante-mortem and post-mortem inspection techniques, as well as slaughter and inspection techniques in food processing establishments. The estimated duration of the consultancy is 40 consecutive days from the date of signing the contract. 3.More detailed information is provided in the Terms of Reference (TOR) for the assignment that can be obtained at the address given below, from 8 a.m. until 4 p.m. (local time), during working day, or in written at the email address below, or can be found at the following website: Concursos - UGPE . 4.The implementing agency Centro de Coordenação Integrada de Projetos (CCIP) now invites eligible Individual Consultant (Consultant) to express their interest in providing this service. Interested individuals consultants must provide information indicating that they are qualified to perform the services. A Letter of Interest duly signed and updated Curriculum Vitae indicating namely that description of similar assignments, experience and contact references in similar service are required. All information provided must be supported by relevant documentary evidence. 5.To be selected, the individual Consultant must have the following qualifications; Higher education, minimum bachelor's degree, in the field of veterinary medicine; Master's degree, postgraduate degree, or specialization in public health or food/animal product inspection or a related field; At least 10 years of relevant experience in the said field; At least 10 years of experience in the field of health inspection at slaughterhouses and food processing plants; At least 10 years of experience as a trainer/instructor, with a good understanding of training methodology; Fluency in spoken and written Portuguese; Excellent communication, training, and facilitation skills; 6.An individual consultant will be selected under the Individual Consultant Selection (ICS) method set out in the World Bank's "Procurement Regulations for IPF Borrowers", July 2016 edition, revised on September 2025. 7.Interested Consultants may obtain further information at the emails address below from 8:00 a.m. until 16:00 p.m. (local time), during working days.
