Project Manager Micro Small Medium Enterprise

Ministry of Tourism, Economic Affairs, Transport and Telecommunication Terms of Reference for Project Manager Micro Small Medium Enterprises (MSME) and Related Technical Assistance World Bank / NRPB SPEAR Project - Sint Maarten Background and context Micro, Small, and Medium Enterprises (MSMEs) constitute approximately 95% of all businesses in Sint Maarten and form the backbone of employment, entrepreneurship, and economic resilience. Recognizing their central role, the Ministry of Tourism, Economic Affairs, Transport and Telecommunication (MinTEATT), through the Department of Economy, Transport and Telecommunication (ETT), is undertaking a comprehensive update of four (4) interrelated MSME-related policies, and the MSME institutional strengthening support programs. These two projects are being implemented under The Sustaining Program Effectiveness and Advancing Resilience (SPEAR) Project, funded by the Government of the Netherlands through the Sint Maarten Reconstruction, Recovery, and Resilience Trust Fund (TF) administered through the World Bank and implemented through the National Recovery Program Bureau (NRPB)[1]. The Sustaining Program Effectiveness and Advancing Resilience (SPEAR) Project is a strategic initiative led by the Government of Sint Maarten and the National Recovery Program Bureau (NRPB), with support from the Sint Maarten Trust Fund. It aims to enhance the operational effectiveness of recovery efforts and build long-term institutional resilience. The Trust Fund is governed by a tripartite Steering Committee composed of representatives from Sint Maarten, the Netherlands, and the World Bank, which allocates resources to short-, medium-and long-term recovery and capacity-building initiatives. SPEAR has the following objectives: Enhance the operational capacity and effectiveness of the National Recovery Program Bureau, and Strengthen the institutional and technical capacity of the Government of Sint Maarten to ensure sustainability of investments. Scope of Work This task falls within the second component of SPEAR. A Policy Consultant or firm is engaged to lead the development of four (4) policy documents: These policies form the foundation of Sint Maarten's MSME business environment. Updating these policies is essential to reflect the current realities, economic conditions, and evolving dynamics of the local business climate-while also anticipating future needs. At the heart of these policy updates is the goal of fostering a supportive, enabling environment in which entrepreneurs and businesses can thrive and operate efficiently. These revisions aim to strike a thoughtful balance between encouraging economic activity and safeguarding the quality of life, ensuring that Sint Maarten remains a safe, vibrant, and sustainable place to live, work, and do business. The policies are: The National MSME Policy The Investment and Diversification Policy The Residential Economic Policy (REP) The Beach and Vending Policy The policy revisions are intended to align and update these policies to reflect current day realities on Island. The update is expected to be informed by data-driven strategies including the proposed World Bank Enterprise Survey[2]. Such data along with the revised policy documents are essential to sustaining progress and achieving inclusive economic growth in the vital Medium Micro and Small Enterprise (MSME) sector in Sint Maarten. Therefore, the updates, will be critical to ensure alignment between these operational aspects, policy development, MinTEATT priorities, and overall GoSXM priorities. In parallel to the policy revisions, MinTEATT has requested technical assistance from the ongoing Enterprise Support Project (ESP), funded by the same Trust Fund, to support the execution of the operational aspects of MSME programs. This assistance focuses on institutional strengthening of MSME related institutions including the Sint Maarten Entrepreneurship Development Center (SEDC) and the Chamber of Commerce (COC…
