Swindon Borough Council

Scope as published

Introduction Swindon Borough Council (SBC) has a housing stock of around 10,500 homes which it manages in the capacity of a social landlord. It consists of a range of different dwellings including houses, flats in blocks both low and medium rise, sheltered and non-sheltered schemes, and construction types consisting of pitched tile roofs and flat roofs to the different property types (houses & blocks). A contract for the replacement of roofs and installation of solar panels is to be awarded for a term of up to five years with the successful contractor undertaking planned programmes of using the JCT Measured Term Contract 2024. The requirement for this works programme is vital to improve the energy efficiency, security, safety and water tightness of our properties and to maintain and comply with the Decent Home Standards and other strategies. The successful contractor awarded this works contract will be expected to research, develop, report back and then deliver a full, pre-planned works programme for years 1 – 3 with the option for the works contract to be extended by up to 2 further years at the Council’s discretion. SBC will provide, in accordance with the General Data Protection Regulations (GDPR), the required information on all residents, including vulnerable tenants where appropriate. SBC will lead initial contact with tenants and leaseholders and it will be the Council’s responsibility to ensure that they know their homes are included in the Roof Replacement Programme. After this, the contractor will work with SBC, the tenants and the leaseholders to ensure the successful delivery of the replacement roofs in an effective and timely manner. The overall aim of the planned procurement exercise is to run an Open Tender procedure for works under the remit of the Procurement Act 2023. Roof replacement works to include: • Provision of welfare and storage facilities in a central location, with localised stores as required during the contract period • Establishing a works program based on property list provided by SBC • Carrying out roof survey and provision of indicative costs using SORs • Liaison with tenants and leaseholders to establish any specific requirements and vulnerabilities, property condition, access issues etc • Liaison with private owners whose property abuts and SBC roof • On occasion provision of asbestos survey where not available, and liaison with the SBC asbestos removal team when scaffolding is erected • Stripping roof coverings and rainwater goods disposal of materials • Install loft insulation quilt to achieve 270mm height of insulation • Where required carry out an internal electrical survey for the installation of solar panels • Design optimum solar panel array to suit property • On completion of works provide an Operation and Maintenance Manual to include warranties and instruction manual for solar (if installed) Please note, asbestos will be managed internally where surveys are available. The contractor may be asked to organise surveys where there is a gap in the information. SBC will always arrange to remove and dispose of asbestos prior to works. Swindon Borough Council invites you to contribute to Preliminary Market Engagement in relation to delivering the works referred to above. The Council intends on establishing a contract with a single contractor to deliver these works over an initial contract period of 36 months with an option to extend by up to 24 months. The estimated annual contract values are below 1. £1,340,000 2. £2,040,000 3. £2,040,000 The estimated contract value for the initial contract period of 3 years is £5,420,000. Great Hall Bridge Alexandra Palace

The project is to regenerate the use of the Great Hall Bridge through improving waterproofing and ensuring compliance with Building Regulations. Through these interventions, the project will allow for members of the public to use the bridge both as access to the Great Hall, which hosts some of the most significant events for the Palace, and as a means of escape therefore safety is paramount. The proposed works are to be carefully integrated within the existing structure and building services infrastructure, ensuring compliance with current Building Regulations and statutory requirements while safeguarding the listed fabric, preserve the architectural integrity of the building, minimise disruption to public events, and ensure continuous functionality for critical life-safety systems and venue operations.

Strategic Air Transportable Isolator-UK2

Further to the previous market exploration for High Consequence Infectious Disease (HCID) Medical Evacuation (https://www.gov.uk/government/news/market-exploration-high-consequence-infectious-disease-medical-evacuation) conducted in 2021, the Ministry of Defence through UK Defence Innovation is running a request for information from industry in order to develop the understanding of the market for Air Transportable Isolators (ATIs). This pre-market engagement seeks to: • Verify if information received from previous engagement is still valid; • Determine if there is sufficient market capability, capacity and interest; • Identify suppliers who have an existing ATI product / have a design for an ATI product that requires development; • Assist in understanding if the existing requirements are feasible; • Provide key information in supporting the approach to any future procurement, including designing an effective competitive procedure. This does not act as pre-qualification, and nothing submitted in this engagement will limit the opportunity to engage in any follow-on procurement process. The Deployable Air Isolator Team (DAIT), is a joint Department of Health and Social Care and MOD asset to transport patients with suspected or confirmed High Consequence Infectious Disease (HCID). The current ATI provides the capability for global strategic Aeromedical Evacuation (AE) of a patient with a HCID. Defence requires a resilient, assured and interoperable next-generation Strategic ATI to maintain interoperability with NHS, improve and update military equipment and to enhance supply chain resilience. This will provide Global Strategic Aeromedical Evacuation from Point of Injury/Illness back to UK NHS High Level Isolation Units (HLIU), including permissive and austere environments. The following are the overarching requirements, which are subject to change: • Threat context –HCID (Definitions include: UKHSA, WHO, Level 4 biological threats, and novel/unidentified pathogens) requiring full isolation, including airborne, droplet and contact transmission risks to aircrew, medical personnel, aircraft and population. • Platform / domain – current Royal Air Force strategic fixed wing aircraft (with potential for future airframes and NATO partner platforms) with onward ground transfer via specialist ambulatory systems. • Key metric 1 - Full containment of HCID (Level 4) pathogens (airborne/contact) throughout transfer. • Key metric 2 - Achieve Release to Service and certified airworthiness on current and future strategic AE platforms. • Key metric 3 - Enable full clinical care including operation of ventilators, monitors, and other Electrical Medical Equipment. • Key metric 4 - Enable seamless end-to-end patient transfer from aircraft to NHS HLIU. • Key metric 5 - Sustain independent operation for minimum 48 hours. Please note that at this stage the funding and timescales are not approved and are very rough estimates.
