Domestic Abuse Needs Assessment

Birmingham City Council is seeking to commission external consultancy to conduct a thorough domestic abuse needs assessment for the city. The needs assessment will form a key part of Birmingham’s evidence-led approach to tackling domestic abuse, providing robust evidence of local need. The needs assessment should take the form of a well-evidenced written report, supported by a thorough compilation of both qualitative and quantitative data. It should provide a comprehensive and honest picture of the prevalence and response to domestic abuse across agencies within Birmingham, looking at changes over the past three years, expected changes in the next three years and any gaps or needs around new communities in the city. It must go beyond the duty set out by the Domestic Abuse Act 2021, which only represents the needs of those who require support in domestic abuse safe accommodation. The assessment we require will span across the continuum of domestic abuse, capturing need at prevention, support and crisis stages. This will include mapping the current domestic abuse pathways, across Criminal Justice services, Children Services, Health, Housing/Homelessness, Education, Adult Social Care etc. (this is a non-exhaustive list), to support Birmingham’s whole systems approach to supporting survivors of domestic abuse. The mapping will include commissioned and non-commissioned domestic abuse services, the exempt accommodation sector across the city and the associated pathways across this provision. The contract for the services will commence on 7th December 2026 and will be in place for a period of 6 months.

Major Works 2027

Places for People Group Limited (PfP) is establishing a Major Works Framework for the delivery of planned investment works across its housing portfolio. The works will principally comprise the replacement, renewal, installation, repair and associated works relating to: windows, external doors and roofline components; internal components including kitchens, bathrooms and electrical rewires; and boilers and heating systems. The scope may also include ancillary and consequential works necessary for the safe and effective delivery of these workstreams, including associated surveys, testing, statutory compliance works, making good and minor remedial works. The Framework is divided into 11 geographical regions and three workstream Lots within each region, creating 33 Lots in total. Requirements, volumes and programmes will vary by region and workstream. Up to three contractors may be appointed to each Lot. The Framework will support PfP's planned investment programmes over its four-year term. The estimated aggregate value is approximately £156 million inclusive of VAT; however, no minimum volume or value of work is guaranteed.
