REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES/FIRMS SELECTION) HASHEMITE KINGDOM OF JORDAN JORDAN WATER SECTOR EFFICIENCY PROGRAM IBRD Loan No. 9560-JO, CFF TF No. TF0C1892, AFD No. CJO 1141 01P Assignment Title: Consultancy Services for Dam Safety Archiving, Information Management and Decision Support System Reference No .: JO-JVA-064-CS-QCBS The Hashemite Kingdom of Jordan, Ministry of Water and Irrigation, has received financing from the International Bank for Reconstruction and Development (World Bank), the Agence Française de Développement (AFD) and Global Concessional Financing Facility (GCFF) in the amount of US$ 300,000,000 toward the cost of the Jordan Water Sector Efficiency Project , and it intends to apply part of the proceeds to payments for consulting services to be procured under this project. The consulting services ("the Services") is to design, develop and operationalize an archiving, information management and decision support system for dam safety that can encompass the full lifecycle of dams in the portfolio. This includes the following main tasks: Inception Phase Current State Analysis Employer's Requirements Definition Data and Information Management System Asset Management System Decision Support System Preparation of Bidding documents and Completion. The Detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.mwi.gov.jo/Ar/Tenders The Jordan Valley Authority ( JVA ) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A consulting firm is allowed to submit the expression of interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for consultants to associate with any other firm(s), whether foreign or local. Alternatively. If consultants themselves choose to associate to enhance their qualifications and capability for the assignment, then such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally liable for the entire contract if selected) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the association and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the association members and/or sub-consultants in the association. Failure to provide the above explanation in the Expression of Interest may risk the association not being shortlisted for the assignment. Please note that in the evaluation of EOIs of associations for shortlisting purposes, only the qualifications of the association members will be taken into account whereas the qualifications of proposed sub-consultants will not be considered. The Hashemite Kingdom of Jordan has received financing from the World Bank toward the cost of the the Jordan Modernizing Education, Skills, and Administrative Reforms (MASAR) Project and intends to apply part of the proceeds toward payments under the contract for The Supply, Delivery, and Distribution of Chromebooks and Charging Trolleys to Public Schools in Jordan. 2. The Ministry of Education now invites sealed Bids from eligible Bidders for the procurement of 5,000 google Chromebook devices along with 300 charging trolly stations with a capacity of up to 36 devices simultaneously, devices will be distributed to around 150 schools across Jordan, delivery period should be preferably during Jan 2027 . 3. Bidding will be conducted through competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" September 2023 ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from The Ministry of Education, Hamza Almuhtaseb at [email protected] and inspect the bidding document during office hours (08.30 - 15.30) at the address given below. 5. The World Bank funded project will have the following components: Component 1 : Sustainable Non-Revenue Water (NRW) Reduction Component 2 : Increased energy efficiency and reduced energy supply costs Component 3 : Water security measures to underpin efficiency improvements Component 4: Institutional strengthening for water sector Efficiency Component 5 : Contingency Emergency Response The assignment is proposed under Component 1 of the project -NRW. The consulting services ("the Services") is to design in detail and prepare for implementation a comprehensive Zarqa Governorate SCADA system, in order to accomplish the following objectives for the Zarqa Governorate Water Systems: 1. Monitor the quality and quantity of the water supplied from the resources. 2. Control and manage the water resources to conveniently feed the main and terminal reservoirs. 3. Monitor and control the quality and quantity of the water in the distribution reservoirs, distribution network and all water facilities. 4. Optimize the operation and maintenance, and energy costs of all the water system. 5. Monitor and control the water facilities by detecting the emergency faults (alarms) and deal with these faults with minimum reaction fixing time. 6. Ensure the water quality by installing on site chlorine analysis on the primary and secondary networks. The firm's core business and general experience years in business and overall competence in relevance to this assignment. Availability of appropriate skills among staff. It is preferable to limit the EoI to a maximum of 50 pages. Please note that at this shortlisting stage: Technical and financial proposals are not requested. Key Experts, if proposed for the assignment, will not be evaluated. Request for clarifications on the EOI shall not be replied to. The shortlist will contain 6 to 8 firms.
