The Lebanese Republic has received financing from the World Bank (The World Bank) toward the cost of the Green Agri-food Transformation for Economic Recovery (GATE) Project (the "Project"). and intends to apply part of the proceeds toward payments under the contract for Service Level Agreement with Conduit Bank . Kafalat S.A.L. ("Kafalat"/"Purchaser"), acting as the agent of the Lebanese Republic for implementing Subcomponent 1.2 (Support to Agri-food SMEs) of the "Project, intends to apply part of the proceeds towards payments under the contract for an activity titled "Loan Servicing for Kafalat Lending", procurement ref. number LB-KAFALAT-551957-NC-RFQ. Kafalat now invites quotations from commercial banks for the Services defined as "Conduit Bank Services" described in Annex 1: Purchaser's Requirements, attached to this RFQ. The purpose of this RFQ is to obtain the bank's final and binding technical and financial quotation to act a Conduit Bank (the "Supplier") for the loan servicing as described in Annex 1- Purchase's Requirement. Fraud and Corruption The Bank requires compliance with the Bank's Anti-Corruption Guidelines and its prevailing sanctions policies and procedures as set forth in the WBG's Sanctions Framework, as may be amended from time to time, and exposed in Annex 3 In further pursuance of this policy, Conduit Bank shall permit and shall cause their agents (where declared or not), service providers, suppliers, and personnel, to permit the Bank to inspect all accounts, records and other documents relating to the RFQ and contract performance (in the case of award), and to have them audited by auditors appointed by the Bank. Eligible Goods and Services All the Non-Consulting Services, here Loan Servicing for Kafalat Lending as Conduit Bank, and its Related Services to be supplied under the Contract and financed by the Bank may have their origin in any country in accordance with Para. 10. Eligible Suppliers/banks In case the Supplier is a joint venture (JV), all members shall be jointly and severally liable for the execution of the entire Contract in accordance with the Contract terms. The JV shall nominate a representative who shall have the authority to conduct all business for and on behalf of any and all the members of the JV during the Request for Quotations process and, in the event the JV is awarded the Contract, during contract execution. A Supplier may have the nationality of any country, subject to the restrictions pursuant to para. 9 and 10 hereinafter. The Lebanese Republic received financing from the World Bank toward the cost of the Green, Agri-Food Transformation for Economic Recovery (GATE) , and intends to apply part of the proceeds toward payments under the contract for the procurement of animal vaccines. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing. Amidst prevailing economic hardships and regional geopolitical instability, safeguarding the livestock and dairy sectors via strategic immunization initiatives remains a critical sovereign imperative. The Lebanese Ministry of Agriculture is the central governing body responsible for planning, executing, and monitoring all livestock vaccination campaigns implemented regularly on an annual basis across the country. The FMD, Plague, Pox & LSD are the major diseases affecting ruminants (cows, goat & sheep) in Lebanon. The vaccination campaign occurs during Spring and Autumn of each year. Therefore, the requested quantities are needed during March of 2027 (Part 1) and March of 2028 (Part 2). 4.
