Online Digital Catalogue and Archive Management Solutions (ERO Online Digital Catalogue)

Description Essex Record Office (ERO) is seeking to engage with the market to understand available solutions and supplier capabilities that can support the modernisation of its archive management, digital preservation and public access services. ERO is undertaking this Preliminary Market Engagement (PME) exercise to inform future procurement activity and ensure that any proposed solutions align with the organisation's statutory responsibilities, service requirements and long-term digital preservation ambitions. ERO is looking to understand the market's ability to provide solutions that can deliver the following outcomes: • Replacement of the current in-house developed Archive Management System (SEAX), which underpins over 80% of ERO's operations and public-facing services, including income-generating online services. • The archive management system will need to: o facilitate viewing the catalogue on-site at Essex Record Office locations and online o provide free access to digital and digitised collections on-site at Essex Record Office locations o provide online access, outside of ERO locations, to digital and digitised collections via a subscription service o facilitate the creation of user accounts with role dependent security/access levels o provide a paywall to access certain collections o manage the personal data of users of the service, including taking payments from them • Support for statutory archive, records management and civil registration functions. • Secure, scalable and standards-compliant digital preservation capabilities to support the long-term preservation, integrity and accessibility of digital records. We require a solution for preserving digital records with retention periods of 100 years or more, as well as potentially shorter retention periods. The solution must be able to deal with a variety of file formats including proprietary software files and a range of sound and moving image files. • Progression towards National Digital Stewardship Alliance (NDSA) Level 4 digital preservation maturity. Specifically, we require: o For digital records storage: three copies in at least two geographic locations (storage will need to be in the UK or EU) o A means of controlling, auditing, and recording file permissions o A means of recording sufficient metadata about the files using an appropriate metadata standard e.g. METS (Metadata Encoding and Transmission Standard), PREMIS (PREservation Metadata: Implementation Strategies), BagIt (BagIt File Packaging Format) and/or Dublin Core o Periodic integrity checking and disaster simulation, and a means of regularly updating the results of these checks o A means of recording details of people and software that have accessed or taken preservation actions on files. • Improved management and discovery of digital assets through modern digital asset management capabilities. • Enhanced public access, search and discovery through modern online archive and catalogue services. • Improved customer journeys and increased public engagement. • Support for current income generating services and potential for enhanced income generation opportunities. • Integration capabilities with existing and future corporate platforms and digital services. • Modern, intuitive and user-friendly interfaces for both staff and public users. As a minimum, we will need: o The ability to allow members of the public to access suitable digital preservation files o A means of providing redacted access copies of the content where necessary o A means of recording when files have been accessed and by whom o A means of ensuring the content is protected from unauthorised changes and any loss • Scalable architecture capable of supporting current digital holdings of 88.8TB and significant future growth over the coming decades. • Strong governance, audit, compliance and security features to support statutory and regulatory requirements, including the Public Records Act, Freedom of Information legislation and Data Prote…

Supply, Installation and Operation of an Occupancy Sensor and Monitoring Solution

The University of Portsmouth operates from a multi-building urban campus in the centre of Portsmouth, with a diverse estate comprising teaching spaces, laboratories, offices, research facilities, student services and social spaces. The University does not currently have a systematic, data-driven understanding of how its buildings and rooms are used. Timetabling data tells us when spaces are scheduled, but not whether anyone is in them, or how many people are present compared to room capacity, and whilst we monitor attendance in certain sessions this relies on physical registration by identity card and reader resulting in a high degree of inaccuracy. This gap has two practical consequences: • Energy waste: spaces are being heated, lit and ventilated regardless of whether they are occu-pied. Without occupancy data, the University cannot identify which spaces are consuming energy unnecessarily or target interventions effectively. • Space planning based on assumptions: decisions about room allocation, timetabling, and future estate investment are made without reliable utilisation evidence. The University needs accurate, granular data to make better decisions about how its estate is used. The University seeks to address both problems by deploying an occupancy sensor and monitoring solution across an initial set of campus buildings. The solution will provide real-time and historical data on room-level occupancy and headcount, accessible through a web-based reporting portal and integrated with the University's existing data analytics environment.

Psychological Services Provision

Provide a standardised staff psychological service in all its elements across the North East Ambulance Service (NEAS). This includes providing advice to the Trust and managers to reduce the occurrence and length of absence through timely and appropriate advice. Standardising the reporting which includes providing factual and balanced recommendations and provision of management information. Provide this service for over a 52-week period per year. Appointments will be a mix of face-to-face sessions via the telephone. Provide therapy support for workplace-related mental health difficulties within a 6-session model, and for complex workplace trauma-related presentations within a 12-session model. Any extensions to this provision will be in be highly exceptional cases and should only be applied following approval from the Head of Occupational Health and Wellbeing Service for NEAS. Following receipt of a referral, NEAS should receive a response from the Supplier within five working days and an appointment within ten working days. An assessment report to be sent following the first session and then a discharge report at the end of treatment. Support easily accessible high-quality services for staff employed within the full Trust geographical settings, considering the shift work undertaken by some colleagues. Support is cost effective and efficient provision of service that will support the health and wellbeing of Trust staff.

Market Engagement Event – Domestic Abuse Safe Accommodation and Community Outreach Service Bournemouth, Christchurch, and Poole (BCP) Council will be hosting a Market Engagement Event on Wednesday 30 September 2026 09:30am-10:30am via Microsoft teams for organisations interested in the future delivery of Domestic Abuse Safe Accommodation and Community Outreach Services across Bournemouth, Christchurch and Poole. This event will provide prospective providers with an opportunity to learn more about BCP Council's vision to ensure that people affected by domestic abuse have access to safe and secure accommodation, alongside specialist, trauma-informed support delivered by appropriately trained staff. Our ambition is to provide a consistent, high-quality response that improves safety, wellbeing and long-term outcomes for individuals and families impacted by domestic abuse. The session will include an overview of the proposed Domestic Abuse Safe Accommodation and Community Outreach Services model, as well as information relating to local need and service demand. We will share key data and insights from BCP Council's Domestic Abuse Services, together with details of the extensive engagement undertaken with people with lived experience, partners, stakeholders and service providers across Bournemouth, Christchurch and Poole.
