Senedd Business Management System

Senedd Cymru / Welsh Parliament

Scope as published

The Commission is seeking to procure a fully bilingual (Welsh and English) Senedd business management system. The required solution will support functions including, but not limited to, Meeting Management, Senedd Member Management, Issue Management and the Management of Cross-Party Groups. The contract will include the supply, implementation and ongoing support of the solution. The Commission seeks a sustainable, adaptable and supportable solution that can meet its current and future business requirements while providing long-term value, service continuity and the benefits of ongoing product investment. Suppliers must demonstrate: • successful delivery and operation of solutions with relevant or comparable capabilities; • experience supporting parliamentary, legislative, democratic services, governance or similarly complex and regulated environments; • an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements; • a credible implementation and migration approach; and • a clear, realistic and supportable route to meeting the Commission's functional and non-functional requirements Suppliers must clearly distinguish between capabilities that are available within the proposed solution, those that will be delivered through configuration, and those that will require product development, customisation or other enhancement. Any such activity must form part of a credible, deliverable and supportable approach to meeting the Commission's requirements. The Commission's strategic direction is to adopt Software as a Service (SaaS) solutions wherever appropriate. However, recognising the specialist nature of this market, suppliers may propose alternative delivery models where they can demonstrate that the proposed solution is an established, supportable and adaptable solution with demonstrable capability relevant to the Commission's requirements. The Commission does not intend to commission the development of a wholly new solution. It is seeking approaches that maximise the reuse of existing and demonstrable capabilities, minimise bespoke development, and support long-term maintainability, interoperability, data portability, supplier competition and whole-life value. The contract will be for an initial period of five years from the Go Live date, with the option for the Commission to extend the contract for up to a further five years.
