The Federal Government of Somalia (FGS) (hereinafter called "Recipient") has received financing from the World Bank through the International Development Association (IDA) (hereinafter called "Grant") toward the cost of the Somalia Infrastructure Development for Access and Jobs, Phase 1 (Stairs2Jobs MPA). The Ministry of Public Works, Reconstruction and Housing (MoPWRH), through its Project Implementation Unit (MoPWRH-PIU), intends to apply a portion of the proceeds to finance the position of a Health and Safety Expert. 2. The objective of the assignment is to support the MoPWRH-PIU in improving construction zone safety and promoting safe working practices across all active urban drainage and road corridor work sites under the project, including the priority trunk drainage works for Catchment Outfall O16 in Mogadishu and the Haleya-Ina Guha Economic Corridor. The Expert will manage occupational health and safety (OHS) risks, support contractors to operationalize site-specific health and safety plans, build E&S capacity within the Ministry, and ensure that all works comply with national regulations, the World Bank Environmental and Social Standards (particularly ESS2 and ESS4) and the approved project E&S instruments. 3. The Health and Safety Expert will, among other tasks: ensure that OHS requirements of the ESIA/ESMP are incorporated into bidding documents, contract specifications and Bills of Quantities (including costed provisions for PPE and site safety measures); monitor construction sites and carry out regular and unannounced safety inspections, recommending corrective actions; deliver safety training, site orientations and toolbox talks for contractors, workers and MoPWRH staff; maintain records of near-misses, injuries and incidents and lead incident investigations; support the Grievance Redress Mechanism in handling safety-related grievances; and prepare regular OHS compliance, inspection and training reports. 4. Duration: This is a full-time position under a time-based contract. The contract is expected to run for a period of twelve (12) calendar months, with frequent field deployments to active project sites. Extension of the contract will be subject to the need and satisfactory performance of the consultant. 5. Selection Criteria : The selection shall be based on the qualifications, experience and skills of the candidate, followed by an interview. The qualifications, experience and skills should include: a Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Engineering, Construction Management, Public Health or a related discipline; an internationally recognized OHS certification such as NEBOSH (International General Certificate, Construction Certificate or Diploma), IOSH, CSP, CMIOSH or equivalent; a minimum of 7-10 years of progressively responsible OHS experience, including at least 5 years of direct experience supporting major infrastructure projects (roads, drainage, airports, ports, water, energy or other heavy civil works); demonstrated experience in contractor OHS management, incident investigation, root-cause analysis, OHS audits and construction safety management systems; familiarity with the World Bank Environmental and Social Framework, particularly ESS2 and ESS4; experience working in fragile and conflict-affected environments; professional fluency in written and spoken Somali and English; and the readiness to undertake …
