The Ministry of Agriculture, Forestry and Water Economy (MAFWE), through its Project Implementation Unit (PIU), is responsible for implementation of the grant. The preparation grant supports the updating of technical and hydraulic studies, dam safety documentation, transboundary-water analyses, and environmental and social instruments for Phases II and III of the Zletovica Hydrosystem, comprising irrigation development and hydropower generation. The PIU implements the grant in close coordination with the Public Enterprise for Water Management Activities HS "Zletovica"-Probištip (PE HS Zletovica), which provides technical leadership, data, access to facilities and institutional support. The objective of this assignment is to provide PE HS Zletovica and the PIU with senior technical advice and engineering oversight for the preparation and early implementation of the Phase III hydropower investments, while ensuring their integration with Phase II irrigation investments and the existing multipurpose system. The Engineer will help ensure that the investments are technically sound, economically and financially justified, safe, climate-resilient, construction-ready, operable and maintainable, compliant with applicable national requirements, and aligned with World Bank requirements. The consulting services ("the Services") include supporting hydropower-related procurement and, when formally appointed, providing technical input as a member of evaluation committees; reviewing feasibility studies, hydrological and energy-yield analyses, detailed designs, technical specifications, bills of quantities, cost estimates and bidding documents; optimizing hydropower schemes; reviewing electro-mechanical and electrical systems, SCADA, grid interconnection and commissioning arrangements; coordinating hydropower development with irrigation, drinking-water supply, reservoir operations and dam safety; integrating environmental and social requirements; supporting approvals and permits; reviewing consultant and contractor outputs; conducting site inspections; supporting construction, testing, commissioning and handover; and providing appraisal inputs, reports and capacity building. The Engineer will report technically to the Director of PE HS Zletovica. The PIU Coordinator/Project Director will serve as the contract-management focal point and provide administrative oversight and coordination on procurement, fiduciary, environmental and social matters. The assignment will be full-time for twelve (12) months during the GFPP-funded preparation period. The duty station will be the offices of PE HS Zletovica in Probištip, with regular travel to project sites and, as needed, to Skopje or other locations for coordination meetings, inspections, testing and commissioning activities. The Consultant will serve as Technical Team Leader, coordinating and assuring the quality of construction-ready detailed designs, cost estimates, technical specifications and civil works bidding documents, and supporting appraisal, permitting, procurement and financing readiness. The consulting services ("the Services") include coordinating multidisciplinary technical inputs; reviewing studies, investigations, water-resources and hydraulic analyses; advising on investment options and prioritization; reviewing final detailed designs and dam-safety interfaces; integrating environmental and social requirements; providing technical inputs for international-waterways assessments under OP 7.50, economic and financial analyses and jobs contribution reporting; supporting permits and regulatory compliance; reviewing and finalizing technical procurement packages; providing technical procurement support subject to applicable conflict-of-interest requirements; and undertaking capacity building, reporting and missions. The Consultant will report contractually to the PIU Project Director/Coordinator and work in close technical coordination with the Director and designated technical representatives of PS Zletovica, coordinating the inputs of the local Senior Irrigation Engineer and other technical specialists. The assignment is expected to require up to 90 working days during the GFPP implementation period, ending in December 2027. The allocation of inputs by task and deliverable will be proposed in the inception work plan, with the timing of services coordinated with project-preparation milestones and related activities. The Consultant may work remotely and in North Macedonia, subject to the approved work plan. At least one-third of the total level of effort shall be delivered in North Macedonia. When in North Macedonia, the Consultant will be based primarily at PS Zletovica's offices, with travel to project sites and relevant institutions as required. Request for Quotation (RFQ) The Ministry of Transport has received financing from the World Bank (Bank) toward the cost of the Local Roads Connectivity Project (LRCP) and intends to apply part of the proceeds toward payments under the contract for Supply, Installation and Configuration of IT Equipment for Municipalities and PIU (Notebooks). This procurement shall be conducted in accordance with the World Bank Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025, including all amendments applicable to the Project. The Project Implementation Unit financed by the World Bank (PIU) within the Ministry of Transport now invites quotations from suppliers for the Goods described in Annex 1: Purchaser's Requirements, attached to this RFQ. Fraud and Corruption The Bank requires compliance with the Bank's Anti-Corruption Guidelines, and its prevailing sanctions policies and procedures as set forth in the WBG's Sanctions Framework, as set forth in the attachment to the Contract Conditions (Attachment A). In further pursuance of this policy, Suppliers shall permit and shall cause their agents (where declared or not), subcontractors, subconsultants, service providers, suppliers, and personnel, to permit the Bank to inspect all accounts, records and other documents relating to the RFQ and contract performance (in the case of award), and to have them audited by auditors appointed by the Bank. Eligible Goods ( and Related Services if applicable ) All the Goods to be supplied under the Contract and financed by the Bank may have their origin in any country in accordance with Para. 10. Eligible Suppliers In case the Supplier is a joint venture (JV), all members shall be jointly and severally liable for the execution of the entire Contract in accordance with the Contract terms. The JV shall nominate a representative who shall have the authority to conduct all business for and on behalf of any and all the members of the JV during the Request for Quotations process and, in the event the JV is awarded the Contract, during contract execution. A Supplier may have the nationality of any country, subject to the restrictions pursuant to para. 9 and 10 hereinafter. A Supplier shall be deemed to have the nationality of a country if the Supplier is constituted, incorporated or registered in, and operates in conformity with, the provisions of the laws of that country, as evidenced by its articles of incorporation (or equivalent documents of constitution or association) and its registration documents, as the case may be. This criterion also shall apply to the determination of the nationality of proposed subcontractors or subconsultants for any part of the Contract including Related Services.
