Arc Property Services Partnership Limited (the Client) is publishing this Preliminary Market Engagement Notice (UK2) in accordance with the Procurement Act 2023. The purpose of this engagement is to inform the market of an upcoming procurement opportunity and to obtain feedback from suppliers operating within the mechanical repairs, servicing and maintenance (RSM) sector. The information gathered will assist the Client in refining its procurement strategy, contract requirements and tender documentation before the formal procurement process commences. Participation in this engagement process is entirely voluntary. Information obtained will be used solely to support the development of the proposed procurement and will not form part of any future evaluation process. The Client intends to procure a single-supplier contract for the provision of RSM services to the mechanical systems it manages across the property portfolio on behalf of it's Customers (including Nottinghamshire County Council) and projects. The proposed contract will support the ongoing operation, compliance and maintenance of mechanical infrastructure across a range of public sector premises located primarily within Nottinghamshire, Derbyshire, Leicestershire and South Yorkshire. The contract is expected to commence in April 2027 and will be based upon the NEC4 Term Service Short Contract. The proposed contract term is an initial two-year period with options to extend for up to two further periods of two years, giving a maximum potential term of six years (2 + 2 + 2 = maximum 6 years). The proposed contract is expected to include, but may not be limited to: • Mechanical works • Plumbing works • Drainage • General repairs, servicing and maintenance associated with the above. The Client may utilise the contract for both maintenance activities and construction or refurbishment projects requiring mechanical installation or replacement works. The Client currently anticipates conducting the procurement under the Competitive Flexible Procedure in accordance with the Procurement Act 2023. It is anticipated that the procurement will comprise a selection stage followed by an invitation to tender stage, although the final structure may be amended following market engagement and internal approvals. Participation in any preliminary market engagement activity will not provide any supplier with an advantage in any future procurement process. The Client will take appropriate measures to ensure compliance with the Procurement Act 2023 and the principles of transparency, equal treatment and fairness. The Client particularly welcomes engagement from SMEs, suppliers within the East Midlands Combined County Authority (EMCAA) region and specialist mechanical contractors who have experience of working within public sector environments. Feedback is sought to ensure the proposed procurement structure is proportionate, accessible and capable of delivering best value throughout the contract term.

Building Safety Contractors Framework

Notting Hill Genesis are preparing to publish a two-stage Competitive Flexible procedure for a Closed Framework agreement. First stage is PSQ, with further ITT stage for Candidates to complete Quality, Technical Responses, with down selection to Commercial Pricing information. This framework has 2 lots: Lot 1 is for Specialist Façade works; Lot 2 is for Large Sites & Batching with a total number of 12 Bidders for each lot to be awarded onto the framework agreement. FRAMEWORK VALUE: Please note the estimated value of the Framework Agreement is £360m. This estimation is based on NHG’s projected spend of £300m over the next 4 years, with an allowance for third-party Call-Offs entered into under the framework, estimated at £60m. NHG cannot give any guarantees that the goods/services totalling this value will in fact be called off from this framework and the award of any Call-Off contracts under the framework is at NHG's (or any other user's) discretion. Equally, the total value may increase, either if NHG’s own requirements increase unexpectedly or if the framework is used by other contracting authorities more extensively than anticipated. Household Waste Recycling Centre Garden Waste

Warwickshire County Council (the Council) is undertaking market engagement with Suppliers to gain a better understanding of the market available for the management of garden waste arising from Warwickshire Household Waste Recycling Centres (HWRCs). Information gathered from this market testing exercise will inform the procurement strategy and contract design including the specification, ensuring the Council achieves its objectives and best value for money. The Council has nine HWRC's located across the County, receiving in excess of 1.5 million visits every year. Site usage is typically highest at weekends, bank holiday's, throughout holiday periods, including Easter, and during summer months. Eight of the HWRC's are operated by the Council and there is currently one contract in place for the management of garden waste from these HWRC's. Judkins HWRC is not currently in scope. The current contract includes the following services: • Container provision • Collection and haulage • Composting This contract expires on the 30th April 2027. The Council does have access to composting outlets for garden waste under existing contracts and would be interested to hear from Suppliers who do not operate a composting site but could provide the other service elements listed.
