REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES - FIRMS SELECTION Country: Ethiopia Project: Lowlands Livelihood Resilience Project Phase II Loan No./Credit No./ Grant No.: IDA-75190 Assignment Title and Procurement Reference No : Small and Medium span Bridges and Roads (ET-ORO-RPCU-570403-CS-QCBS) The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Lowlands Livelihood Resilience Project Phase II. The Oromia Irrigation and Pastoralist development Bureau /Oromia Lowlands Livelihood Resilience Project intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include ET-ORO-RPCU-570403-CS-QCBS Consultancy Services for Design and Study of Bridges and Rural Gravel Roads in Madawalabu, Sawena, Elwaye, Dawe Sarar and Mieso Woredas, Experience General Consultancy experience : the firm shall have a minimum of 7 years' experience in providing professional consulting services in engineering, infrastructure planning, feasibility studies, design or related fields. Specific Experience : The firm has successfully completed at least 4 similar assignments during the last 5 years, including detailed engineering design or combined feasibility study and services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service. The shortlisting criteria are: Core business and years in business, qualification in the field of the Assignment, Technical and managerial organization of the firm. Interested firms should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) The attention of interested consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (Procurement Regulations),first published in July 2016, and latest revised in September 2025 and subsequent revisions ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
