SCOTTISH HYDRO ELECTRIC POWER DISTRIBUTION PLC

Scope as published

Scottish and Southern Electricity Networks, comprising Scottish Hydro Electric Power Distribution plc and Southern Electric Power Distribution plc, intends to establish a multi-supplier Framework Agreement for the supply and delivery of low voltage (LV) and medium voltage (MV) cable products. The Framework Agreement may also be called off by SSEN Transmission, SSE Renewables, SSE utility Solution Ltd, TESGL Ltd and SSE Heat Networks Ltd where technically appropriate. The scope will include LV concentric cables, LV waveform cables, LV auxiliary “fast runner” cables, and 11kV and 33kV cable products. By combining these requirements into a single procurement exercise, SSEN aims to improve security of supply, maximise competition, support supplier participation, provide greater demand visibility, and deliver value for customers. The arrangement is also intended to support SSEN Distribution’s ED3 and ED4 investment programme and future network requirements. The proposed scope of the new framework is intended to be, but not limited to: • LV Concentric Cables • LV Waveform Cables • Selected LV Auxiliary ("fast runner") Cables • 11kV Cables • 33kV Cables The current proposed lotting strategy is: Lot Description Lot 1 LV Concentric & Auxiliary Cables North Lot 2 LV Concentric & Auxiliary Cables South Lot 3 LV Waveform Cables North Lot 4 LV Waveform Cables South Lot 5 MV Cables North Lot 6 MV Cables South SSEN intends to establish a multi-supplier framework and currently anticipates appointing up to the three highest ranked suppliers per lot, subject to receipt of sufficient compliant, suitable and competitive tenders. Suppliers will be ranked following evaluation; however, SSE would retain flexibility to allocate requirements between awarded suppliers based on operational requirements, service performance, lead times, product availability, manufacturing capacity, quality performance and overall value delivered. As part of the tender process, suppliers may be required to submit pricing against a range of indicative award and allocation scenarios, which may include sole supplier, dual-source and multi-supplier models. This will allow SSEN to assess the relationship between volume allocation, pricing efficiency, supply chain resilience and value for money before finalising the award strategy. Suppliers may also be invited to identify any additional commercial benefits, capacity commitments, service improvements or efficiencies that could be achieved through the award of multiple lots. SSEN will consider these alongside the need to maintain appropriate supply chain resilience and continuity of supply. Suppliers will not be required to hold full SSEN technical approval prior to framework award. This approach is intended to support participation from a wider range of technically credible manufacturers. All suppliers will remain subject to SSEN’s technical assessment and approval requirements, and no supplier will be permitted to supply cable under the framework until the relevant approvals have been successfully completed.

Building Safety Contractors Framework

Notting Hill Genesis are preparing to publish a two-stage Competitive Flexible procedure for a Closed Framework agreement. First stage is PSQ, with further ITT stage for Candidates to complete Quality, Technical Responses, with down selection to Commercial Pricing information. This framework has 2 lots: Lot 1 is for Specialist Façade works; Lot 2 is for Large Sites & Batching with a total number of 12 Bidders for each lot to be awarded onto the framework agreement. FRAMEWORK VALUE: Please note the estimated value of the Framework Agreement is £360m. This estimation is based on NHG’s projected spend of £300m over the next 4 years, with an allowance for third-party Call-Offs entered into under the framework, estimated at £60m. NHG cannot give any guarantees that the goods/services totalling this value will in fact be called off from this framework and the award of any Call-Off contracts under the framework is at NHG's (or any other user's) discretion. Equally, the total value may increase, either if NHG’s own requirements increase unexpectedly or if the framework is used by other contracting authorities more extensively than anticipated. Household Waste Recycling Centre Garden Waste

Warwickshire County Council (the Council) is undertaking market engagement with Suppliers to gain a better understanding of the market available for the management of garden waste arising from Warwickshire Household Waste Recycling Centres (HWRCs). Information gathered from this market testing exercise will inform the procurement strategy and contract design including the specification, ensuring the Council achieves its objectives and best value for money. The Council has nine HWRC's located across the County, receiving in excess of 1.5 million visits every year. Site usage is typically highest at weekends, bank holiday's, throughout holiday periods, including Easter, and during summer months. Eight of the HWRC's are operated by the Council and there is currently one contract in place for the management of garden waste from these HWRC's. Judkins HWRC is not currently in scope. The current contract includes the following services: • Container provision • Collection and haulage • Composting This contract expires on the 30th April 2027. The Council does have access to composting outlets for garden waste under existing contracts and would be interested to hear from Suppliers who do not operate a composting site but could provide the other service elements listed.
