UK02 - Preliminary market engagement notice - Community Services Transport for Older People

Westminster City Council and the Royal Borough of Kensington & Chelsea are seeking to engage with the market ahead of a competitive procurement for community transport services supporting older people who experience mobility, health or other barriers to using public transport. The service aims to promote independence, reduce loneliness and isolation, improve wellbeing, and enable older people to access shopping, social, leisure and community opportunities. The proposed services across Westminster and Kensington and Chelsea include: • shopper services; • transport to Age Well Centres; • flexible transport for trips, outings and community activities; • volunteer-led and paid driver car schemes; and • transport supporting wider Older People’s Day Opportunity Services. The anticipated contract term is five years, with an option to extend for up to a further three years and six months. This event follows preliminary market engagement undertaken in 2025 and is intended to update the market ahead of the forthcoming procurement. [047034-2025 An online market engagement event will be held on Wednesday 21 October 2026, from 10:30am to 11:45am. The event will include an overview of: • the proposed services and delivery model; • the anticipated procurement timetable; • the proposed contract arrangements; and • the intended procurement approach. This engagement exercise does not constitute a call for competition, a commitment to undertake the procurement or a pre-qualification process.
