GENERAL PROCUREMENT NOTICE KENYA HOUSING FINANCE, LANDS AND SUSTAINABLE INVESTMENTS PROJECT (HOFLASI) FINANCE, COMPETITIVENESS AND INNOVATION Credit Number: IDA 79860A; IDA 79870B Loan Number: IBRD-99410 Project ID No.: P513352 The Government of Kenya has received financing in the amount of USD475 million equivalent from the World Bank toward the Housing Finance, Lands and Sustainable Investments Project (HOFLASI), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The Project consists of the following four (4) components: Component I: Support to KMRC: Line of Credit for Mortgage Refinancing Support to the Kenya Mortgage Refinance Company This component will provide a line of credit to KMRC and ensure continuity and enhanced uptake of the company's current product offering while innovating to serve unmet market needs. No procurement is envisaged through this component. Component II: Support to land administration reforms to accelerate affordable housing This component will support the State Department of Lands and Physical Planning (SDLPP) in implementing reforms aimed at making property registration faster, cheaper and more reliable, which is a precondition to develop the mortgage market. The envisaged consulting services, goods, works and non-consulting services contracts comprise the following: Consulting Services Consultancy for development of a strategy for a public awareness campaign and related communication support, including digital content production, social media management, and video/audio production; Individual consultancy for the design and supervision of modern Continuously Operating Reference Station (CORS) infrastructure and a Geodetic Control Centre; Consultancy for development of a digitization manual; Consulting services to address gaps identified through the assessment and audit of the Ardhisasa System; and Provision of precise levelling, establishment, and documentation of geodetic benchmarks in Kenya, among others. Goods, Works and non-consulting services contracts shall be procured through National Procurement methods as specified in the procurement plan. Component III: Sustainable Financing Instruments This component will support green building criteria, climate-resilient housing finance, and private capital mobilization, including future sustainability bond issuances. No procurement is envisaged through this component. Component IV: Technical Assistance and Project Management The Technical Assistance will support Component 1 and overall project management under the National Treasury, including Institutional strengthening, monitoring, and capacity building for implementing entities. The envisaged consulting services and goods contracts comprise the following: i) Consulting Services Transaction advisory services for bond issuance. ii) Goods Procurement of IT office equipment (NT); Procurement of two project vehicles (NT); and Procurement of IT systems (Kenya Mortgage Guarantee Trust (KMGT)). Procurement of contracts financed by the World Bank will be conducted through the procedures specified in the World Bank Procurement Regulations for IPF Borrowers dated July 1, 2016, and revised September 2025 (seventh edition) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank has arranged publications of the agreed initial procurement plan on its external website and shall also publish all subsequent updates once it has provided a no objection.
