Devon and Somerset Fire and Rescue Service (the Service), welcomes engagement from the market in support of informing the Service's procurement and delivery strategy for the construction of a new Live Fire Training Facility. Our existing structure is approaching the end of its operational life and will require decommissioning and removal prior to the construction of a replacement facility. The replacement facility is intended to provide a long-term, resilient live fire training capability that supports operational firefighter training requirements while reflecting modern expectations relating to safety, durability, environmental performance and whole-life value. The facility will be required to support realistic compartment fire behaviour training within a controlled environment and should balance operational functionality with maintainability and long-term asset performance. The Service anticipates that the new facility is likely to comprise a reinforced concrete structure incorporating refractory tile protection to areas exposed to repeated thermal loading. The design is expected to include temperature monitoring systems for both burn environments and the primary structural frame. A smoke emission treatment system will also form a significant element of the project. The facility is likely to be located at our Training Academy, situated within the perimeter of Exeter International Airport, located on land with a historical military use, therefore considerations relating to ground conditions, contamination and the potential presence of unexploded ordnance is anticipated. The project is currently at RIBA stage 0. The anticipated project value is currently estimated to be between £5million and £10million, although further development work is required to establish the final scope and budget. The new facility needs to be completed, commissioned, and operational by April 2030. A preferred procurement route, contract strategy, contractor engagement model, pre-construction approach or form of contract have not been decided upon. The Service is deliberately retaining an open position on these matters and is seeking informed market feedback to help determine the most appropriate delivery strategy.

Environmental Enforcement Agency

London Borough of Hammersmith and Fulham Council (the “Council”) is seeking feedback from suitably qualified and experienced environmental enforcement providers to inform the procurement of an Environmental Enforcement Agency service. The service will support the Council’s Law Enforcement Team (LET) through the targeted enforcement of environmental offences across highways, parks, and open spaces including littering, highway obstructions, and Responsible Dog Public Space Protection Order (PSPO) offences. The provider will supply trained, uniformed enforcement officers operating across London Borough of Hammersmith and Fulham (LBHF) to address priority issues identified by the Council, issue Fixed Penalty Notices (FPNs), undertake public engagement activities, manage initial complaints, and prepare prosecution case files where required. The proposed contract term is two years with the option to extend for up to a further two years. The Council currently intends to procure the service on the basis of a revenue-sharing model, under which the provider will bear the operational costs of service delivery, and the Council will receive a share of the income generated from paid FPNs. This Preliminary Market Engagement (PME) exercise is being undertaken to enable the Council to receive views from the market on: 1. What information, requirements, or elements of the procurement the market would require in any procurement documents published, to enable submission of a strong and competitive bid; 2. The Council’s proposed revenue share model and the approach the Council should adopt to its commercial (price) assessment, what alternative options might be beneficial, and the reasons for this; and 3. What details the Council should assess as part of its technical (quality) and commercial assessment as part of this procurement process. Independent Accountant's Reports (IARs) & Grant Assurance Services

Aston University is undertaking a Preliminary Market Engagement (PME) exercise to inform a future procurement for the provision of Independent Accountant's Reports (IARs) and Grant Assurance Services. The University wishes to engage with suppliers active in the grant assurance, audit and accountancy sector to better understand market capability, service delivery models, pricing approaches, innovation opportunities, and routes to market. The anticipated scope may include, but is not limited to: Independent Accountant's Reports (IARs) for Innovate UK funded projects; Grant assurance and certification services for UKRI funded projects; Assurance engagements relating to Horizon Europe and successor programmes; Agreed-Upon Procedures (AUP) engagements; Grant assurance requirements arising from charitable, governmental and other research funders; Related advisory services associated with grant assurance and certification requirements. The purpose of this engagement is solely to gather market intelligence and obtain supplier feedback to help shape the University's procurement strategy and future tender documentation. Data Management Solution for Train Service Specification Data

Network Rail is developing an Access and Use Policy that will set out how Great British Railways (GBR) will make decisions regarding access to GBR infrastructure for train operations. GBR will record these decisions in a new document called the ‘Infrastructure Capacity Plan.’ Network Rail is seeking a data management solution that could enable GBR to manage the train service specification data that will inform, feed into and support the Infrastructure Capacity Plan. GBR will require a data management solution to store and manage train service specification data, supporting the objective of establishing and maintaining a published Infrastructure Capacity Plan. The solution will also need to hold data about proposals to amend the Infrastructure Capacity Plan, and to manage change controls and auditing of the data. The solution should also support a clear relationship between service specification data and detailed train schedule data, enabling users to understand how proposed and approved specification changes relate to individual train schedules in the timetable and data held in other operational systems. For clarity, GBR will be responsible for developing and maintaining the Infrastructure Capacity Plan, including populating, editing and governing the data held within the solution. The supplier would be expected to provide the data management capability, not to own or determine the underlying train service specification decisions. Network Rail is developing this capability to support future GBR readiness and requires suppliers to consider both immediate implementation needs and long-term operational requirements.
