SANCTUARY HOUSING ASSOCIATION

Scope as published

Sanctuary Group is undertaking Preliminary Market Engagement (PME) with prospective suppliers and other interested organisations operating within the technology services market. This is a broad, multi-service opportunity across an enterprise technology estate currently estimated at approximately 265-300 applications, spanning SAP, Salesforce, Microsoft platforms and other enterprise technologies and supporting both operational and transformational technology services. Sanctuary Group's Technology Directorate has undergone significant change across its operating model and technology estate. Sanctuary Group is therefore assessing sourcing arrangements for technology services that support the delivery, development, transformation and ongoing operation of the estate in 2027. This engagement gives participating organisations an opportunity to contribute market insight and inform potential service groupings, sourcing approaches and procurement considerations before final decisions are made. The purpose of this engagement is to: • Provide an overview of Sanctuary Group, its technology landscape and strategic objectives. • Obtain market feedback on potential service groupings and sourcing approaches. • Understand supplier capability, capacity and appetite. • Explore potential procurement structures, routes to market and commercial models. • Understand mobilisation, transition and service-delivery considerations. • Inform the development of Sanctuary Group's technology procurement strategy. Organisations interested in participating should register with Group Procurement from publication. The supplier questionnaire is intended to be issued with, or shortly after, the notice. A supplier webinar is proposed for early-mid October 2026, with questionnaire responses proposed to close in October 2026. The indicative timetable is set out below. Procurement Objectives Sanctuary Group is considering requirements across a range of technology service areas, including: • Application Managed Services (AMS) • Application Development, Product Management, Project Delivery and Programme Delivery Services • Technology Consultancy & Advisory Services • Data Services (Data Engineering, Data Governance, Data Quality Management, Master Data Management, Data Architecture, Data Modelling, Reporting & Analytics, Data Platforms and Storage Management) • Data Integration & Ingestion Services • Cloud Services & Platform Support • Licensing & Software Asset Management • AI, Innovation & Emerging Technologies These services may apply across a range of technology platforms and business capabilities, including SAP, Salesforce, Microsoft platforms and other enterprise applications. The service areas above are indicative and are intended to support market engagement and feedback. The final service structure, grouping, boundaries, scope, sourcing model and procurement approach have not been determined and will be informed by market feedback, commercial assessment, legal advice and governance decisions. Sanctuary Group is interested in approaches that: • Encourage innovation, continuous improvement and thought leadership. • Support effective competition and system integrations. • Enable participation by SMEs, specialist providers and larger organisations where appropriate. • Provide flexibility and scalability to meet changing requirements. • Support efficient procurement and call-off arrangements. • Deliver demonstrable value for money. • Support both business-as-usual and strategic transformational requirements. • Enable access to specialist skills and capabilities when required. Areas where Market Feedback is Sought Sanctuary Group welcomes feedback on: • Service groupings and lotting structures. • Supplier appetite for individual service areas and combinations of services. • Supplier capability and partnerships across individual and multiple service groupings. • The benefits and risks of platform-specific versus platform-agnostic service models. • Suitable procurement…
