Food and Green Waste Treatment

Oxfordshire County Council (OCC) is undertaking preliminary market engagement to inform its future procurement strategy for the treatment and recycling of food waste and green (garden) waste arising within Oxfordshire. The Council currently utilises a combination of anaerobic digestion (AD), windrow composting and in-vessel composting (IVC) facilities under existing contractual arrangements. Current arrangements expire in November 2029 and the Council is considering options for future service delivery. This notice is issued for information gathering purposes only and does not constitute a call for competition, procurement, or commitment by the Council to undertake any specific procurement route. Responses will be used solely to inform the Council's future strategy and requirements. The Council manages approximately: • Food waste: circa 25,000-30,000 tonnes per annum • Green waste: circa 45,000-60,000 tonnes per annum The Council is exploring future arrangements that: • Ensure long-term treatment capacity • Support carbon reduction objectives • Deliver value for money • Provide operational resilience • Support future local government reorganisation arrangements where appropriate • Encourage innovation and circular economy outcomes The Council is interested in understanding market appetite for a range of delivery models, including: • Long-term treatment contracts • Regional or national treatment solutions • Joint venture opportunities • Facility ownership models • Capacity arrangements • New infrastructure development opportunities • Flexible lotting arrangements

Facilities Management

The provision of Facilities Management (FM) and associated support services to Nuclear Waste Services Ltd (NWS) at the Low Level Waste Repository (LLWR) site, near Drigg. The primary objectives and deliverables of this contract are: To safely and effectively deliver comprehensive on-site Facilities Management services that support the ongoing waste management and operational activities at the LLWR site. To ensure the safe, timely, cost-effective, and high-quality execution of all planned Facilities Management activities, maintaining site assets, plant, equipment, and infrastructure in a fully operational condition and within their defined design parameters. To provide effective management and supervision of subcontractors undertaking Facilities Management and associated works, ensuring compliance with all site safety, security, and operational requirements. To maintain a professional and competent Facilities Management team that consistently delivers NWS requirements, supports business continuity, and promotes continuous improvement across all FM service areas. To contribute to the safe, secure, and efficient operation of the LLWR site through proactive asset management, regulatory compliance, and high standards of service delivery.

Qualified Person Service for Investigational Medicinal Products (IMP)

NHS Blood and Transplant is seeking to appoint a suitably qualified and experienced supplier to provide Qualified Person services in support of its portfolio of Investigational Medicinal Product manufacturing projects. The proposed service may include: reviewing and providing regulatory and quality input into selected regulatory submissions; advising on applicable regulatory, Good Manufacturing Practice and quality-compliance requirements for biological and Advanced Therapy Medicinal Product manufacturing projects; providing regulatory, GMP and quality input into the design and development of selected manufacturing processes and facilities; reviewing assigned batches and, where all applicable legal, regulatory, GMP, Clinical Trial Authorisation, Product Specification File and NHSBT quality-system requirements have been met, certifying batches for use in approved clinical trials; mentoring selected NHSBT staff undertaking the process of obtaining Qualified Person registration; and providing associated professional, regulatory and quality advice as required. Each Qualified Person proposed by the supplier will be expected to hold and maintain the qualifications, professional eligibility and regulatory status required to act as a Qualified Person for Investigational Medicinal Products in the UK. Proposed personnel should have recent and demonstrable experience of acting as a named Qualified Person on a UK Manufacturing and Import Authorisation for Investigational Medicinal Products, MIA(IMP), and of certifying IMP batches. Experience relating to biological, biotechnology, cell therapy and gene therapy medicinal products may also be required. The current anticipated level of support is approximately 24 to 48 days per year, with at least 50% of the support delivered on NHSBT premises and the remaining support delivered remotely, subject to agreement. The scope and requirements described in this notice are indicative and may be refined following preliminary market engagement.

Public Health Pharmacy Pseudo-Dynamic Purchasing System (PDPS) Round 9

This notice is in relation to the publish of the onboarding round of the Public Health Pharmacy Pseudo-Dynamic Purchasing System (PDPS) (Round 9). The service specification set out London Borough of Newham's (LBN) requirements in respect of the provision of public health smoking cessation, sexual health (condom provision and STI screening), needle exchange, naloxone provision and supervised consumption services. Over the life of the Pseudo- Dynamic Purchasing System and in response to identified need and/or policy developments, the Council - in consultation with providers - may add services to the scope of this service specification or amend existing services therein. Key Performance Indicators (KPIs) and tariffs will be reviewed, and potentially amended, by commissioners on an annual basis.
