REQUEST FOR EXPRESSIONS OF INTEREST Lebanese Republic Council for Development and Reconstruction (CDR) GREEN, AGRI-FOOD TRANSFORMATION FOR ECONOMIC RECOVERY (GATE) Reference : GC2C2c Assignment Title: Detailed Designs, Tender Documents and Supervision for the Construction of Sludge Solar Dryers for Zahlé and Charqiyeh Wastewater Treatment Plants The Republic of Lebanon (the " Borrower ") represented by the Council for Development and Reconstruction (CDR) (the " Client ") as a representative to the Borrower will implement the Green, Agri-food Transformation for Economic Recovery (the " GATE " or " Project ") , funded by the International Bank for Reconstruction and Development (the " IBRD " or the " World Bank " or the " Bank " ) . The total Project cost is Two Hundred Million United States Dollars (US$ 200,000,000). The CDR intends to apply a portion of the proceeds of this loan to eligible payments under a consulting services contract for the " Detailed Designs, Tender Documents and Supervision for the Construction of Sludge Solar Dryers for Zahlé and Charqiyeh Wastewater Treatment Plants (GC2C2c) ". The Main objective of this assignment is to reduce the volume and moisture content of the sludge generated at the wastewater treatment plants, thereby improving sludge handling and management with the intention to improve pollution management and to generate potential agricultural benefits for surrounding agricultural activities. The Consultant shall provide the Employer the following main services (Tasks) and documents (all details about each task are provided in the TOR): Task 1: Detailed Design, preparation of Tender Documents and Cost Estimate for the Construction of " Sludge Solar Dryers for Zahlé and Charqiyeh Wastewater Treatment Plants " (The Construction Works); and Task 2: Assistance in the Technical and Financial Evaluation of the Construction Works Bids, and preparation of the corresponding Technical and Financial Bid Evaluation Reports. Task 3: Thorough follow up during the construction phase by providing Supervision (Quality Control/Quality Assurance) services making sure proper implementation as per CDR construction requirements. The Engineering/Consulting firm shall perform the assignments in a manner that would fully attain and fulfil the objectives and outcomes described in the TOR. The time for completion of the Contract (GC2C2c) is: For Task 1: 17 weeks from Contract Notification Date. For Task 2: From the date CDR launches the Tender related to the "Construction of Sludge Solar Dryer for Zahlé WWTP or for Charqiyeh WWTP", until award. For Task 3: 12 months from the Notice to Commence of the construction contractor, plus a defect liability period of 12 months. The CDR now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.), in a responsive way to the below noted requirements. In addition, interested consultants are requested to provide the following information, in a binder, and in the same order as listed below , and shall use and fill-in the attached Consultant Information Form , and submit it in one hard copy and one editable (Excel or Word format) soft copy in: A duly completed Cover Letter stating the interest of the applicant in providing the mentioned services. A concise presentation of the firm(s) (brochures, statements of type, property and key tasks etc.). List of ONLY relevant similar projects (maximum 10 projects) as defined in the Terms of References, ongoing and/or completed within the last 10 years, indicating the provided service…

The Lebanese Republic has received financing from the World Bank toward the cost of the Lebanon Emergency Assistance Project (LEAP), and intends to apply part of the proceeds toward payments under the contract for the Supply of 34 Fully Equipped Ambulances for the General Directorate of Civil Defense. "For this contract, payments may be processed through the Direct Payment disbursement method, in accordance with the provisions of the World Bank's Disbursement Guidelines for Investment Project Financing. 2. The Implementing Agency being Council for Development and Reconstruction (CDR) now invites sealed Bids from eligible Bidders for Supply of 34 Fully Equipped Ambulances for the General Directorate of Civil Defense. The successful Bidder shall complete the supply of the Goods, including delivery to the Final Destination as specified in the Bidding Documents and the completion of all Related Services, within 270 days from the date of contract signature and notification of the Contract. 3. Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services" dated February 2025 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The selection of acceptable bids will be dependent on 100% compliance with Mandatory criteria identified in the technical specification document. For this contract, the lowest evaluated substantially responsive Bid shall be selected for award. 5. Interested eligible Bidders may obtain further information from the Council for Development and Reconstruction and inspect the bidding document during office hours from 9:00 to 15:00 hours from Monday till Friday at the address stated at the end of this Specific Procurement Notice (SPN) . 6. The bidding document in English may be obtained for free by interested eligible Bidders by downloading it from the CDR website. 7. Bids must be delivered to the address below on or before 12:00 noon Beirut Local Time on Tuesday October 27, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected.
