The Navigator Service provides intensive, trauma and gender informed support to people rough sleeping for longer periods and with high levels of needs in Camden. The service has operated for several years and achieves good outcomes, supporting people who Camden’s primary outreach team are unable to reach given their broader remit and responsibilities. The service forms a vital component of Camden’s Homelessness and Rough Sleeping Strategy 2025-30, supporting work to reduce rough sleeping across the borough. The service assumes renewed importance due to their expertise in supporting people who are “long-term rough sleeping”, a new national outcome framework measure Camden will be performance managed against by the Ministry of Housing Communities and Local Government (MHCLG). The service is jointly commissioned with Islington Council. The service operates across both Camden and Islington, enhancing response for clients who may move across borough boundaries. Camden are the “contract manager” and receive the greater proportion of the team’s work with Islington contributing funds and supporting with contract management. The service currently exists through a grant agreement held with Camden – officers recommend moving this into a contractual arrangement from 2027-28 to provide accountability and ensure value for money. The service is funded via the Homelessness, Rough Sleeping and Domestic Abuse Grant (HRDAG), provided by MHCLG. The current agreement is due to expire on 31st March 2027. Camden’s allocation of HRDAG is confirmed for the financial years 2027-28 and 2028-29. Camden Officers intend to procure a service on behalf of Camden and Islington with a 5-year contract beginning on around April 1st 2027.
The East West Railway Company (the Authority) is responsible for the delivery of East West Rail (EWR), a Nationally Significant Infrastructure Project providing new and upgraded rail links between Oxford, Milton Keynes, Bedford and Cambridge. EWR Co. is responsible for leading the development, procurement and commissioning of the railway. The Authority is undertaking a procurement for an Integration, Technical, Operations, Assurance and Environmental (ITOAE) Partner to support the development and delivery of the EWR programme. Overview of the Intended Contract. The Authority is appointing a single ITOAE Partner under an NEC4 Professional Service Contract, operated as a term appointment, for a period of up to twelve (12) years, with value-for-money breakpoints at Years 3, 6 and 9. The ITOAE Partner is a single contract: it is not a framework and it is not divided into lots. Services comprise a continuous Core Services baseline across all five pillars (Integration; Technical; Operations; Assurance; and Environmental & Consents), with time-bound Authorised Services instructed as required. Relationship with the CSF and main works. The Authority is separately procuring a Client Support Framework (CSF). The Authority's position is that the ITOAE Partner will be structurally separated from the CSF and from the main works: the appointed ITOAE Partner will not be eligible to be awarded a main works contract or a place on the CSF for the duration of the ITOAE contract. The purpose of this separation is to protect the independence of integration and assurance, to mitigate real or perceived conflicts of interest, and to align with independent review findings on major programme governance (including the Stewart Review, 2025). Conditions of Participation. The conditions of participation are summarised in the Participation section of this notice and will be assessed, with full detail and scoring, in the Pre-Selection Questionnaire (PSQ) issued at the selection stage, in accordance with the Procurement Act 2023 and the Procurement Regulations 2024. Following a market engagement (2026/S 000-078080) published on 17August 2026, the London Borough of Brent are publishing an Intention to Follow the most suitable provider process. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The Public Health team has been leading on the Perinatal Mental Health and Parent-Infant Relationship strand, internally referred to as Parent and Infant Mental Health (PIMH) support, as part of the Family Hubs and Start for Life programme, now known as Best Start in Life. A PIMH working group identified a clear gap in the provision of services for individuals experiencing mild to moderate Perinatal Mental Health needs and those needing Parent-Infant relationship support. Engagement with families and service providers highlighted lack of a clear access into the perinatal mental health and parent-infant support pathway, staffing difficulties, and workload pressures. To overcome these gaps, the PIMH working group agreed to the commissioning of a dedicated PAIRS to cater to the parent and infant mental health needs of Brent residents. To date, this has been delivered by Central and Northwest London NHS Trust (CNWL). The Provider will work closely with the Council’s representatives and services including commissioners, contract managers, and care management. The Provider must also ensure that Service delivery takes into consideration the demographic profile of the borough and the cultural needs of people using the service. The approximate contract value is £1,436,922 excluding VAT. The contract will be for a period of 3 years. If you believe your organisation can provide the full set of requirements of the Brent Parent and Infant Relationship Service (PAIRS), please register on the e-Tendering portal using the link above to access the MSP documentation and submit your Expression of Interest response. https://procontract.due-north.com/Advert?advertId=8ada6ce7-82d4-f111-8142-6045bdf14b1f&p=2241eb95-058a-e511-80f7-000c29c9ba21 The deadline for submitting completed Expression of Interest response is 1pm, on 16 November 2026. Currently for a property to be eligible to be a HMO, the landlord of the property needs to have a licence and pay the relevant fees accordingly. However there is an increasingly large number of HMO’s that are unlicenced, and the Housing Standards team are responsible for identifying these properties. The work is reactive and usually relies on some intelligence reported either by local residence, or other bodies such as the police or fire department. The service are looking to be much more proactive in identifying properties which could potentially be HMO’s, through the use of a tool or service which looks at an array of data which could indicate that a property is indeed a HMO. The service understands that many other councils have started using 3rd party service providers/software for this identification, and are keen to explore the market accordingly with the essential functionality listed below: The system will have appropriate access controls to ensure that it will be accessed only by legitimate users and must have security controls commensurate with the stated confidentiality, integrity and availability impact levels.
