Project Name Caribbean Digital Transformation Project (CARDTP) Loan/Credit/Grant No. IDA Credit #6682-LC Assignment Title: Consultancy for the Development of a Government of Saint Lucia (GOSL) Secure Wallet with Digital Payment and Integration Solutions Reference No: LC-DPS-513171-CS-QCBS Country: Saint Lucia 1. Background The Government of Saint Lucia has received financing from the International Development Association (IDA) (the "Bank") in the form of a Credit toward the cost of the Caribbean Digital Transformation Project. The Ministry of the Public Service, Transport, Information and Utilities Regulation, as the implementing agency, intends to apply a portion of the proceeds of the Credit to eligible payments under the contract for the Consultancy for the Development of a Government of Saint Lucia Secure Wallet with Digital Payment and Integration Solutions. 2. Objective of the Assignment The objective of the assignment is to design, develop and implement a secure Government of Saint Lucia Government Secure Wallet with an integrated Digital Payment System, secure document-management capabilities and integration with relevant Government services and platforms. 3. Scope of the assignment To deliver this objective, the Consultant will be required to undertake a comprehensive set of technical, operational, and regulatory activities, including the following: Conduct detailed requirements gathering and analysis to inform system design and functional specifications. Develop the overall system architecture and technical design for the Government Wallet and digital payment solution. Build secure, scalable mobile and web applications supporting wallet functions and digital payments. Integrate the solution with existing government platforms, including digiGov and the National Authentication Framework. Implement secure digital payment capabilities and related documentmanagement features. Incorporate cybersecurity, privacy, and dataprotection controls aligned with international standards. Establish business continuity and disaster recovery arrangements for the solution. Deliver user training, operational guidance, and structured knowledgetransfer activities. Provide warranty support to ensure stability and performance during the initial operational period. Prepare all necessary documentation and support the Government of Saint Lucia in securing regulatory approval for the Government Wallet, including assessment of the FinTech legal and regulatory framework to ensure compliance with existing laws and policies Deploy the solution within the hosting infrastructure provided by the Client, including servers, storage, networking, virtualization platform, and operating systems, and configure all required components to ensure full operational readiness 4. Duration of the assignment The estimated duration of the Services is 50 weeks. 5. Shortlisting Criteria Interested Consulting Firms will be shortlisted based on the following criteria: i. At least five (5) years of proven experience in the design, development and implementation of digital payment platforms, Government Secure Wallets or comparable FinTech solutions. ii. Demonstrated experience integrating ICT or payment systems with government platforms, databases or service portals, including the use of application programming interfaces (APIs) and authentication services. iii. Proven experience in developing and deploying secure, scalable web and mobile applications with strong user-experience and interoperability features. iv. Demonstrated capacity to implement secure solutions aligned with internationally recognized standards, including PCI DSS, ISO/IEC 27001, ISO 20022 or equivalent standards. v. Successful completion of at least three (3) assignments of similar scope and complexity, such as national-level payment systems, e-government platforms or enterprise-level systems-integration assignments. vi. REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) Country: Grenada Project: Resilient Renewable Energy Infrastructure Investment Facility (P180831) Loan No.: Credit No./ Grant No.: IDA-77510 Assignment Title: Owner's Engineer for Pre- Construction and Construction of a Dual Circuit Transmission Network, Substation and Associated System otherwise referred to as ("the Project") Reference No .: GD-MCRERE-537637-CS-QCBS The Government of Grenada (GOG) has secured funding through the World Bank (WB) to pursue the Renewable Energy Infrastructure Investment Facility (RREIIF). The Project Development Objective (PDO) is to increase the share of utility-scale renewable energy generation and private-sector participation in renewable energy development in Grenada. The Owner's Engineer is expected to (i) review and optimize the preliminary survey, routing and the corresponding scoping, cost estimate and engineering design work (including grid integration, resilience and future solar PV interconnections) and technical specifications for each activity of the Project which was prepared previously and to be provided by the client; assist in the preparation bidding documents for each procurement package, including technical specifications; (ii) support the Client in bidding process; and (iii) support GRENLEC otherwise known as ("the Client") for contract management and carry out construction supervision of the entire Project, which also includes the implementation of any ESMP requirements, (iv) support the Client during the defects liability period. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria and will not be evaluated at the shortlisting stage. The shortlisting criteria are: Relevant experience of the firm in, supporting utilities in Renewable Energy Integration projects in the last seven years. Experiences in providing similar services in Caribbean and in countries with similar conditions At least 15 Years in business, performing the Owners Engineer role. Reference from past projects, considering client satisfaction and project quality. Prior experience of the firm working on World Bank funded projects is preferable Capability of providing Resident Engineer Services The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" February 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The Bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
