REPUBLIC OF SOUTH SUDAN MINISTRY OF INFORMATION, COMMUNICATION TECHNOLOGY AND POSTAL SERVICES (MICT&PS) PROJECT IMPLEMENTATION UNIT (PIU) Specific Procurement Notice Request for Bids Non-Consulting Services (Two-Envelope Bidding Process) Employer : Ministry of Information Communication Technology and Postal Services (MICT&PS) Project: Eastern Africa Regional Digital Integration Project (EARDIP) - SOP-1 Contract title : Capex for Fibre Deployment for Route A-B Country: South Sudan Grant No.: E1780 RFB No: SS-MICT&PS-544330-NC-RFB Issued on: September 14 2026 1. The Government of South Sudan (GOSS) has received financing from the World Bank to participate in the first series of projects for the Eastern Africa Regional Digital Integration Project (EARDIP-SOP-1). The project development objective is to increase access to broadband and digital services through the development and integration of digital markets in the Eastern Africa Region. 2. Government of South Sudan (GOSS) intends to apply part of the proceeds toward payments under the contract for the Fiber Optic Network Backbone. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's "Disbursement Guidelines for Investment Project Financing" . 3. The Ministry of Information Communication Technology and Postal Services (MICT&PS) now invites sealed Bids from eligible Bidders for matching investments from EARDIP for the design, supply and owner operation of the approximately 397 km backbone terrestrial fibre optic cable (FOC) along the Juba-Nadapal road corridor (to the border with Kenya), with a minimum 17 Points of Presence (POPs) and aggregation points along the route that are designed to support the interconnection of commercial traffic from several major cities and communities served by Mobile network operators (MNOs) and to facilitate last-mile connectivity by MNOs and Internet Service Providers (ISPs) to a number of named public institutions (schools, health centres and governmental locations) within a 10 km radius on both sides of the corridor. The total contract duration between the commencement date and contract completion date is 12 months. 4. Key Qualification Criteria include: Specific Experience The Bidder shall demonstrate that it has successfully completed, or substantially completed, during the last three years, at least one of the following: One contract for fiber optic or similar telecommunications/connectivity infrastructure with a value of not less than US$6,000,000; or Two similar contracts, each with a value of not less than US$3,000,000. The contracts shall be of a nature, scale, and complexity comparable to the works required under this procurement. For each contract submitted, the Bidder shall provide documentary evidence, such as a client-issued completion or performance certificate, indicating the contract value, scope of works, completion status, and dates of execution Average Annual Turnover The Bidder shall demonstrate an average annual turnover from contracts of fiber-optic, telecommunications, or similar connectivity infrastructure works of at least US$3,000,000, calculated over any three of the last five financial years. The Bidder shall submit certified financial statements, audited accounts, or other acceptable documentary evidence to substantiate the reported turnover. Liquid Assets and/or Credit Facilities The Bidder shall demonstrate access to liquid assets and/or confirmed lines of credit, net of other contractual commitments, of not less than US$1,500,000. Acceptable evidence may include recent bank statements, bank certificates, or a letter from a regulated financial institution confirming the availability of the required funds or credit facilities.
