REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) Indonesia Project ID No. P512328 Assignment Title : Independent Verification Agent (IVA) Consultant for the Performance- Based Grants of Indonesia Local Service Delivery Improvement Project Reference No : ID-PEIPD-DITJEN BINA BA-566637-CS-CQS The Government of Indonesia (GOI), in collaboration with the World Bank, is implementing the Local Service Delivery Improvement Project (LSDP), which aims to improve local government (LG) performance through Performance-Based Grants (PBGs). Under the PBG mechanism, grants are provided based on the achievement of agreed policy and service delivery targets. The performance of participating LGs will be monitored and verified by the Central Project Management Unit (CPMU), with support from an Independent Verification Agent (IVA). The consulting services ("the Services") will focus on verifying the baseline and performance of each participating LG against the agreed Minimum Conditions and Performance Indicators and calculate the proposed amount of Annual allocation and Performance allocation based on the indicators verified. The duration of project task implementation is estimated to be 48 (fourty eight) months and the location of task implementation is located in Jakarta and across designated regions. Detailed TOR is attached in the REOI. The Ministry of Home Affairs, Directorate General of Regional Development now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested Consultants should provide information to demonstrate that they have the required qualifications and relevant experience to perform the Services such as brochures/company profile (indicating the core of business and technical resources) and description of similar assignments (including location/country, name of the Client, type of services provided, contract amount, period of contract, including the starting and the completion date) and contract value. The shortlisting criteria are : 1. Core Business and year in Business: The Consulting Firm shall demonstrate the following general experience: a. A minimum of 10 years of experience in providing professional consulting services, including at least two of the following areas: advisory, and/or assessment, and/or verification, and/or monitoring, and/or evaluation b. A minimum of two projects within the past ten years working with government institutions, including Central Government and/or Local Government institutions and/or SOEs in Indonesia. c. Experience in working with international development partners and/or multilateral development institutions, such as the World Bank, Asian Development Bank (ADB), Asian Infrastructure Investment Bank (AIIB), or other recognized international development financing institutions, in the implementation of development programs, results-based programs, or consulting assignments. 2. Similar experiences required: The Consulting Firm shall demonstrate the following relevant experience: a. A minimum of 2 years of professional experience in conducting performance assessments, including the assessment of performance indicators, targets, minimum requirements, service standards, or other predefined performance criteria for government programs, or development programs, or sectoral programs. b. A minimum of 2 years of professional experience in conducting results verification and/or validation, including the verification and/or validation of reported results, outputs, outcomes, performance achievements, or other measurable results against predefined indicators, targets, requirements, or supporting evidence. c. A minimum of 2 years of professional experience in conducting compliance verification, including the verification of compliance in the implementation of government programs, or public services, or development programs. d.
