REQUEST FOR EXPRESSIONS OF INTEREST Development of High-Quality Food Standards, Enhancement of High-Quality Food, and Model Demonstration Sub-Project F or High-Quality Food Standard System Construction and Promotion Project Country: People's Republic of China Name of Project: China Food Safety Improvement Project Loan No.: IBRD-92130 Assignment Title: High-Quality Food Standard System Construction and Promotion Project (Development of High-Quality Food Standards, Enhancement of High-Quality Food, and Model Demonstration Sub-Project) Reference No.: GD-FSS-GAMR-CS09 The Guangdong Administration for Market Regulation has received financing from the World Bank toward the cost of the China Food Safety Improvement Project Guangdong Agricultural Product Quality and Safety Improvement (Demonstration) Project, and intends to apply part of the proceeds for consulting services. The consulting services aims to strengthen the research and development of high-quality food standards, carry out publicity and promotion activities, and create demonstration and model enterprises. For detailed scope, deliverables, duration, and other specific requirements, please refer to the attached Terms of Reference (TOR). The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest. The Guangdong Administration for Market Regulation now invites eligible consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Consultant's competence and strength; Management and quality control expertise ; Technical capabilities; Historical experience and performaces. Note: The submitted EOI shall be stamped with the official seal of the consult ant . Key Experts will be not evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.1 3 , 3.1 5 , and 3.1 6 of the World Bank's "Procurement Regulations for IPF Borrowers" ( Sept ember 20 25 version) , setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Request for Expressions of Interest (Consulting Services - Selection of Firms) People's Republic of China World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project) Loan No.: 9084-CN Procurement No.: 0733-26094168 Assignment Name: Establishment and Promotion of Community Pilot Sites for Sustainable Vector Control in Tropical Areas Based on the One Health Approach Contract No.: HN-FC-84 The Government of the People's Republic of China has received a loan from the World Bank toward the cost of the World Bank Loan Hainan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to payments for consulting services. The consulting services (hereinafter referred to as the "Services") mainly include the following: The consulting service period is 12 months after the contract is signed and becomes effective, and the expected commencement date of the consulting services is December 2026. The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest. Hainan Provincial Disease Control Bureau (hereinafter referred to as the "Client") now invites eligible consulting firms ("Consultants") to express their interest in providing the consulting services. Interested Consultants shall provide relevant supporting documents in accordance with the following requirements. The Expression of Interest (i.e., the proposal document) shall include, at a minimum, the following: A brief introduction of the consulting firm, including its organizational structure, staffing information, etc. The Letter of Authorization, identification documents of the legal representative and the authorized representative; if the Consultant is a joint venture, the joint venture agreement shall also be provided (format to be prepared by the Consultant). The Consultant shall provide a copy of its relevant business license or Certificate of Legal Person of Public Institution. If the Consultant is a state-owned enterprise or public institution, it shall provide its Articles of Association or the approval document for its establishment, as well as the audited financial audit report and financial statements for the year 2025 (including, at a minimum, the balance sheet, cash flow statement, and income statement/profit and loss statement), or the "internal financial statements of the entity" for 2025, or the final account report approved by the competent authority, or other equivalent supporting documents. (If the Consultant is a newly established entity and is unable to provide the above-mentioned documents for 2025, it shall provide financial statements and other relevant documents since its establishment.) REQUEST FOR EXPRESSIONS OF INTEREST Quality Monitoring and Inspection Evaluation Services f or High-Quality Food Standard System Construction and Promotion Project Country: People's Republic of China Name of Project: China Food Safety Improvement Project Loan No.: IBRD-92130 Assignment Title: High-Quality Food Standard System Construction and Promotion Project (Quality Monitoring and Inspection Evaluation Services) Reference No.: GD-FSS-GAMR-CS10 The Guangdong Administration for Market Regulation has received financing from the World Bank toward the cost of the China Food Safety Improvement Project Guangdong Agricultural Product Quality and Safety Improvement (Demonstration) Project, and intends to apply part of the proceeds for consulting services. The total estimated amount for this project is RMB 2.03 million . (I) Scope of Services The Guangdong Provincial Administration for Market Regulation and the market supervision authorities at the provincial, municipal, district and county levels cover service users including the general public and high-quality food production and operation entities.The specific work contents include: 1. In accordance with the requirements of The Guangdong Provincial Administration for Market Regulation and the inspection items and methods specified in the High-Quality Food Standards, conduct quality monitoring for high-quality foods. The inspection items cover sensory requirements, quality indicators and selected safety indicators. Statistical analysis shall be performed on the inspection results to assess whether they meet the requirements of the High-Quality Food Standards, and official inspection reports shall be issued. The inspection institution shall formulate an annual sampling plan to cover as many categories of high-quality foods as possible, with a cumulative total of no fewer than 700 batches over two years. Organize on-site inspections of high-quality food production and operation entities, and conduct full-process evaluations covering enterprises' supplier management, base management, quality management of key production and operation control points, warehousing and logistics management, personnel management, and system construction-ensuring high-quality foods consistently meet the standard requirements. The inspection institution shall formulate an annual inspection and evaluation plan to cover as many implementing entities as possible, with a cumulative total of no fewer than 20 enterprises over two years.Please refer to Appendix 1 for details. (II) Service Content This project requires the contractor to provide services with independent technical evaluation and compliance verification capabilities. The specific work contents are as follows: (III) Service Period The service period for this project shall commence from the date of contract signing and continue until the project closing date (March 31, 2029).
