SPECIFIC PROCUREMENT NOTICE (EXTENSION OF SUBMISSION OF BIDS) Request for Bids: Goods (One-Envelope Bidding Process) Country: Federal Republic of Somalia Name of Project: Somalia Recurrent Cost & Reform Financing (RCRF) Project (Phase III) Contract Title: Supply and Distribution of Android Smartphones and Tablets Project ID: P173731 Grant No: IDA-E3120 RFB Reference No. SO-MOF-535212-GO-RFB The Federal Government of Somalia, through the Ministry of Finance, has received financing from the World Bank toward the cost of the Somalia Recurrent Cost & Reform Financing (RCRF) Project (Phase III), and intends to apply part of the proceeds toward payments under the Contract for Supply and Distribution of Smart Phones and Tablets For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Ministry of Finance now invites sealed Bids from eligible Bidders for: Item No: Brief Description Quantity Delivery Period (From date of contract signature) Supply and Distribution of Android Smart Phones or equivalent 760 pcs 45 Days Branded Tablets or equivalent 40 Bidders must quote all the two items and 100% of the quantities of each item. Bids will be evaluated by complete items and quantities and the Bidder with the lowest evaluated and substantially responsive bid shall be awarded the contract. Bids quoting incomplete items or quantities of each item shall be considered non-responsive and rejected 3. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" dated July 2016, revised November 2017 revised August 2018, November 2020, 2023 and 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest and eligibility. 4. Interested eligible Bidders may obtain further information from RCRF Project Coordinator, PIU Office, Ministry of Finance HQ, Shingani, Mogadishu, Somalia Email: [email protected] and inspect the bidding documents during office hours 09:00 to 16:30 hours, Mogadishu local time, from Saturday to Thursday, exclusive of public holidays, at the address given below. 5. A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the email address prescribed. The Federal Government of Somalia (FGS) (hereinafter called "Recipient") has received financing from the World Bank through the International Development Association (IDA) (hereinafter called "Grant") toward the cost of the Somalia Infrastructure Development for Access and Jobs, Phase 1 (Stairs2Jobs MPA). The Ministry of Public Works, Reconstruction and Housing (MoPWRH), through its Project Implementation Unit (MoPWRH-PIU), intends to apply a portion of the proceeds to finance the position of a Health and Safety Expert. 2. The objective of the assignment is to support the MoPWRH-PIU in improving construction zone safety and promoting safe working practices across all active urban drainage and road corridor work sites under the project, including the priority trunk drainage works for Catchment Outfall O16 in Mogadishu and the Haleya-Ina Guha Economic Corridor. The Expert will manage occupational health and safety (OHS) risks, support contractors to operationalize site-specific health and safety plans, build E&S capacity within the Ministry, and ensure that all works comply with national regulations, the World Bank Environmental and Social Standards (particularly ESS2 and ESS4) and the approved project E&S instruments. 3. The Health and Safety Expert will, among other tasks: ensure that OHS requirements of the ESIA/ESMP are incorporated into bidding documents, contract specifications and Bills of Quantities (including costed provisions for PPE and site safety measures); monitor construction sites and carry out regular and unannounced safety inspections, recommending corrective actions; deliver safety training, site orientations and toolbox talks for contractors, workers and MoPWRH staff; maintain records of near-misses, injuries and incidents and lead incident investigations; support the Grievance Redress Mechanism in handling safety-related grievances; and prepare regular OHS compliance, inspection and training reports. 4. Duration: This is a full-time position under a time-based contract. The contract is expected to run for a period of twelve (12) calendar months, with frequent field deployments to active project sites. Extension of the contract will be subject to the need and satisfactory performance of the consultant. 5. Selection Criteria : The selection shall be based on the qualifications, experience and skills of the candidate, followed by an interview. The qualifications, experience and skills should include: a Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Engineering, Construction Management, Public Health or a related discipline; an internationally recognized OHS certification such as NEBOSH (International General Certificate, Construction Certificate or Diploma), IOSH, CSP, CMIOSH or equivalent; a minimum of 7-10 years of progressively responsible OHS experience, including at least 5 years of direct experience supporting major infrastructure projects (roads, drainage, airports, ports, water, energy or other heavy civil works); demonstrated experience in contractor OHS management, incident investigation, root-cause analysis, OHS audits and construction safety management systems; familiarity with the World Bank Environmental and Social Framework, particularly ESS2 and ESS4; experience working in fragile and conflict-affected environments; professional fluency in written and spoken Somali and English; and the readiness to undertake …

TERMS OF REFERENCE CONSULTING SERVICES - INDIVIDUAL SELECTION TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT PART I: Position Operations Manager Category of Consultancy Local (Level 5) Contract Type Time-based Individual Consultant Hiring Entity TRHDP Project Office Location Honiara, Solomon Islands Duration 2 years Start date As soon as possible upon agreement Tina River Hydropower Development Project Project Details Strategic Context The Tina River Hydropower Project is the first large-scale infrastructure to be developed under a public-private partnership arrangement and the first utility-scale renewable energy project for the Solomon Islands expected to deliver benefits such as more affordable electricity and improved accessibility to cleaner, more reliable energy sources for community now and in the future. The Tina River Hydropower Project consists of (i) 15-megawatt hydropower facility located on the Tina River southeast of Honiara, comprising: a dam, headrace tunnel and a powerhouse about 3km downstream of the dam; (ii) access road to facilitate the construction and operation of the hydropower facility; and (iii) transmission lines - two parallel (on separate poles) single circuit transmission lines connecting the powerhouse to the existing Lungga Power Station. Further project details are included in Annex A. The Tina Hydro Project Office under the Ministry of Mines, Energy and Rural Electrification is responsible for the coordination of the project activities to ensure Tina Hydropower Limited as implementing entity responsible for the hydropower facility and access road and Solomon Power as Offtaker under the Power Purchase Agreement fulfil their obligations under the project agreements. The Project Office has a fundamental advisory role to Solomon Islands Government, ensuring that the interests of the government are protected in line with the project agreements. The Project Office is responsible for monitoring and supporting the implementation of the social and environmental safeguard arrangements, the Gender Action Plan and Community Development Plan, and maintaining the Dam Safety Advisory Panel (DSAP) and the Lender's Technical Advisor (LTA) including the independent social and environmental monitoring agent. The Project Office also supports entities participating in the implementation arrangements agreed under the land acquisition process, the communities in utilizing their share of project benefits for community development, and the tribes which would be interested and committed to the establishment of a protected area in the upper catchment. The Operations Manager of the Project Office is expected to enhance leadership within the Project Office to efficiently support project implementation in the best interests of the Solomon Islands Government.
